Early salary increase for officials and civil servants with achievements

Consideration for early salary increase is based on the highest achievements of cadres, civil servants, public employees and workers.

According to Article 3 of Circular 08/2013/TT-BNV, the salary increase regime before the term for cadres, civil servants, public employees and workers due to outstanding achievements in performing tasks.

Accordingly, the subjects are cadres and civil servants who have made outstanding achievements in performing their duties and have been recognized in writing by competent authorities, if they have not yet been assigned the final salary grade in the grade or in the title and as of December 31 of the year of consideration for early salary increase, they are still 12 months or less short of regular salary increase, then they will be considered for an early salary increase of a maximum of 12 months compared to the prescribed time.

Not to be given two consecutive salary increases before the due date due to outstanding achievements in performing duties in the same rank or same position.

Consideration for early salary increase is based on the highest achievements of cadres, civil servants, public employees and workers; if the highest achievements are equal, other achievements are considered; in case there are many people with the same achievements, priority is given according to the regulations on early salary increase of the agency or unit.

The standards and levels of outstanding achievements in performing tasks and the time for early salary increase corresponding to different levels of achievements of cadres, civil servants, public employees and workers are specifically stipulated by the head of the agency or unit managing cadres, civil servants, public employees and workers in consultation with the Party Committee and the Executive Committee of the trade union at the same level in the Regulations on early salary increase of the agency or unit.

For cadres, civil servants, public employees and workers who have been notified of retirement, if during the time of holding the rank, they meet 02 criteria specified in Clause 2, Article 2 of this Circular, have not been assigned the final salary grade in the grade or in the title and from the date of retirement notice to the date of retirement, there is still 12 months or less to be eligible for a regular salary increase according to regulations, they will be increased one salary grade 12 months ahead of the prescribed time.

In case a cadre, civil servant, public employee and employee is both eligible for early salary increase due to outstanding performance in performing duties and is also eligible for early salary increase upon notice of retirement, the cadre, civil servant, public employee and employee can choose one of two early salary increase regimes.

During the period of holding the current salary grade, if the cadre, civil servant, public employee and employee has received a written notice or decision from the competent authority that they have not completed their assigned annual tasks or have been disciplined in one of the forms of reprimand, warning, demotion, or dismissal, the time for calculating the regular salary increase will be extended compared to the prescribed time./.
