Early salary increase for excellent performers
The Ministry of Labor, War Invalids and Social Affairs has just issued Decision No. 51/QD-BLDTBXH dated January 13, 2014 promulgating the Regulation on regular salary increase and early salary increase for civil servants, public employees and workers.

Accordingly, civil servants, public employees and workers (CCVC&NLĐ) are considered for early salary increase when they simultaneously meet the following conditions: meeting the criteria for regular salary increase; achieving excellent achievements in performing tasks that have been recognized in writing and in the year of salary increase consideration, they must have achieved the title of emulation fighter at the grassroots level or higher, not yet ranked in the final salary grade in the grade or in the position as of December 31 of the year of early salary increase consideration and still need 12 months or less to be eligible for regular salary increase...
The rate of civil servants, public employees and workers considered for early salary increase must not exceed 10% of the total number of civil servants, public employees and workers of the unit.
Regarding regular salary increases, civil servants and employees holding grade A will be considered for a one-grade salary increase after three years; those holding grade B, C and executive staff will be considered after two years. Cases of unpaid personal leave, time spent working as experts, studying, interning... abroad exceeding the time decided by the competent authority, time spent being suspended from work, detained, temporarily detained... will not be counted for consideration for regular salary increases.
The salary increase period will be extended to 12 months if civil servants and employees are disciplined by dismissal; six months if they are disciplined by warning or do not complete assigned annual tasks; three months if civil servants and employees are disciplined by reprimand.
In addition, the unit is also considered for an early salary increase when there is a retirement notice for cases where the final salary level in the grade or position has not been assigned; from the date of retirement notice to the date of retirement, there is a lack of 12 months or less to be eligible for a regular salary increase according to regulations.
