That is one of the contents of the Draft on promulgating a Decree regulating policies on using and promoting individuals working in science and technology that the Ministry of Science and Technology has just submitted to the Government.

According to the report of the Ministry of Science and Technology, this is the first time that there will be a separate decree regulating the policy of using and promoting individuals working in science and technology (S&T) in the context of the treatment of scientists that has been complained about for many years. This will also be the first time that the titles of talented young scientists and leading scientists are defined.

According to the draft, special policies are prescribed for three specific groups of subjects: leading scientists, scientists assigned to preside over especially important national science and technology tasks, and talented young scientists.

Choosing leading scientists

Regulations on leading scientists and policies on the promotion of leading scientists. Specifically, based on the determination of the tasks of leading scientists, the draft Decree stipulates the criteria for selecting leading scientists with criteria on the scientific management position they are holding, on their training level, management experience, scientific reputation and specific achievements in science and technology, in which the achievements of individuals in science and technology activities to be considered and selected as leading scientists are qualitatively different from the achievements considered for the application of other preferential policies.

The criteria for the current scientific management position must be "head of the scientific department or equivalent of the science and technology organizations established by the Government or the Prime Minister" to limit the scope of subjects considered and selected as leading scientists, at the same time, this is a necessary criterion because to perform the role of "leading the industry", the actual position associated with the current expertise of the scientist is a necessary requirement.

The selection of leading scientists is associated with the application of policies to promote the leading role of scientists recognized as leading in their fields.

The recognition and dismissal of leading scientists are carried out by the Minister, head of a ministerial-level agency, or a government agency after receiving the assessment opinion of the state management agency for science and technology, the Ministry of Science and Technology. Leading scientists are considered for dismissal if they do not complete the tasks that must be achieved annually or within the prescribed time or when they are found to be dishonest in the review records, distorting the results of the review and recognition of leading scientists.

National level topics assigned directly by Party, State and Government leaders

Regulations on particularly important national science and technology tasks and policies on the employment of scientists assigned to preside over particularly important national science and technology tasks. The draft Decree sets out criteria for determining particularly important national science and technology tasks “as science and technology tasks proposed by Party and State leaders and directly assigned by the Prime Minister”.

In fact, these are often S&T tasks of strategic importance to the security, defense and socio-economic development of the country, proposed by the Party and State leaders because of their necessity and importance to the country. The Ministry of Science and Technology is responsible for advising the Prime Minister in identifying and approving particularly important national S&T tasks.

Scientists assigned to preside over particularly important national-level S&T tasks are responsible for organizing and implementing and are responsible for the results of the task (can be considered as the Chief Engineer responsible for directing the implementation of a specific task), so the policy of using scientists assigned to preside over particularly important national-level S&T tasks (stipulated in Article 20 of the Draft Decree) focuses on creating proactive conditions in all aspects for scientists and other supporting conditions to perform the task, including: Special financial autonomy during the duration of the task; The right to proactively arrange and use human resources to perform the task; The right to create other favorable conditions during the duration of the task: arranging housing, official transportation; access to information and materials for research, etc.

Young scientists must be under 40 years old.

Regulations on talented young scientists and policies on the promotion of talented young scientists. According to the draft, talented young scientists are identified as the source of forming a team of leading scientists, scientists assigned to preside over especially important national science and technology tasks and policies on promotion to create conditions for the development of talented young scientists in accordance with the above orientation. The selection of talented young scientists is based on the following factors: age, qualifications and results of science and technology activities.

Scientists in different fields reach maturity at different ages (usually science and technology reach maturity at a higher age than science and technology...), however, according to international experience and in accordance with some preferential programs for young cadres that have been issued before (Project 322 of the Ministry of Education and Training, Project 165 of the Central Organizing Committee...), the draft Decree stipulates that the age of scientists in this group is under 40 years old.

In addition to age and qualification criteria, the draft Decree stipulates that young scientists are considered talented if they have outstanding achievements in science and technology.

Talented young scientists are identified as a source to form a team of leading scientists, scientists assigned to preside over especially important national science and technology tasks. Policies to promote this group therefore include two basic aspects: policies to achieve training and development goals and policies to create conditions for talented young scientists to develop scientific research ideas. Specifically, policies to promote talented young scientists stipulated in the draft include: Incentives on training and development: priority to participate in post-doctoral research programs at training institutions and research facilities at home and abroad; participation in research groups of leading scientists; priority to be considered for internships and temporary work at prestigious science and technology organizations abroad.
