Increased fines for cars carrying more people than allowed
According to the new Decree, a fine of 300,000 - 500,000 VND (currently the fine is 200,000 - 300,000 VND) for each person exceeding the vehicle's permitted load will be imposed on drivers of passenger cars and passenger cars (except buses) who violate the following acts: Carrying 2 or more people in a vehicle with up to 9 seats, carrying 3 or more people in a vehicle with 10-15 seats, carrying 4 or more people in a vehicle with 16-30 seats, carrying 5 or more people in a vehicle with over 30 seats.
For drivers of passenger cars running routes of more than 300 km, they will be fined from 800,000 - 1,000,000 VND (currently from 300,000 - 500,000 VND) for each person exceeding the vehicle's permitted capacity if they carry 2 or more people in a vehicle with up to 9 seats, 3 or more people in a vehicle with 10-15 seats, 4 or more people in a vehicle with 16-30 seats, or 5 or more people in a vehicle with over 30 seats.
Driving with alcohol concentration exceeding the regulation is fined up to 15 million VND
The decree also increases the penalty for drivers whose alcohol concentration exceeds the prescribed limit.
Specifically, drivers of cars on the road with blood or breath alcohol concentration exceeding 50 - 80 milligrams/100 milliliters of blood or exceeding 0.25 - 0.4 milligrams/1 liter of breath will be fined from 8-10 million VND, many times higher than the current fine of 2-3 million VND.
This behavior for motorbike and moped drivers is subject to a fine of 500,000 - 1,000,000 million VND (current fines range from 200,000 - 400,000 million VND).
In case a driver of a car on the road has an alcohol concentration in his blood or breath exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/1 liter of breath, he will be fined from 10 to 15 million VND (current fine is from 4 to 6 million VND).
As for motorcyclists, this violation will be fined from 2 to 3 million VND, instead of the current fine of 500,000 to 1,000,000 million VND.
Heavy fines for speeding
Fines from 600,000 VND - 800,000 VND (instead of the current fine of 300,000 - 500,000 VND) for drivers of cars exceeding the speed limit from 5 km/h to under 10 km/h.
In case of driving a car exceeding the speed limit by 10-20 km/h, the fine will be from 2-3 million VND (currently from 800,000-1,200,000 VND). The fine will be from 8-10 million VND (currently 4-6 million VND) for drivers exceeding the speed limit by more than 35 km/h, in addition to having their driving license revoked for 60 days.
Motorcyclists who exceed the speed limit by 10-20 km/h (currently over 20 km/h) will be fined from 500,000 - 1,000,000 VND. Drivers who exceed the speed limit by more than 20 km/h will be fined from 2-3 million VND (currently 500,000 - 1,000,000 VND).
