Improving the leadership capacity and fighting strength of party organizations in the armed forces

(Baonghean) - In the current situation, building a strong army in terms of politics, ideology, organization, and readiness to fight to firmly protect the Socialist Republic of Vietnam in all situations is a regular and urgent task. Deeply aware of that meaning and importance, the Provincial Military Party Committee has focused on improving the leadership capacity and fighting strength of Party organizations - an issue of key and decisive significance in building a comprehensively strong provincial military force, meeting the requirements of local defense and military work in the new period.

In recent times, the Provincial Military Party Committee has focused on innovating the methods and leadership and management styles of Party committees and commanders at all levels; linking the building of cadres with the building of Party members with strong political will, absolute trust in the Party's leadership, steadfast in the goal of national independence and socialism; linking the building of Party committees with the building of leading cadres; linking the building of clean and strong grassroots Party organizations with the building of strong and comprehensive units. Strictly implementing the principle of democratic centralism, maintaining solidarity and unity within the Party Committee. Every year, the Standing Committee of the Provincial Military Party Committee establishes working delegations to directly exchange, dialogue, grasp and resolve the legitimate thoughts and aspirations of cadres and soldiers at the grassroots level, creating solidarity and mutual understanding between leaders and commanders and cadres and soldiers of agencies and units.

To create a breakthrough in improving the leadership capacity and fighting strength of Party organizations, the Provincial Military Party Committee focuses on closely combining the implementation of the Central Resolution 4 (11th tenure) "Some urgent issues on Party building today" with promoting "Studying and following the moral example of Ho Chi Minh" and deploying the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers". Strengthening leadership and direction of inspection and supervision of the implementation of the Party Charter and discipline; thoroughly resolving and seriously handling cases and denunciations according to regulations, promptly preventing violations of Party discipline, military discipline and State laws, and local regulations.

The Provincial Military Party Committee has proactively advised the Provincial Party Committee and the Provincial People's Committee to lead and direct the synchronous and in-depth implementation of all aspects of local military and defense work, with many tasks being excellently completed. Typical examples include building the militia and self-defense force and the mobilization reserve force with the right organization and structure; the annual recruitment of young people to join the army has reached 100% of the planned target; the national defense and security education work for the subjects has ensured quality; the training and drill work has many innovations in terms of scale, content, form and method; the training quality has been increasingly improved, the rate of good and excellent increased from 0.5% to 10% compared to the 2005-2010 term.

Coordinate well in organizing defense area drills, agency command drills, security combat drills, contributing to building a solid defense area for the province, district, city, and town; proactively prevent and overcome the consequences of natural disasters, floods, storms, forest fires, search and rescue; typically, successfully completing the search and rescue mission in the Len Co quarry collapse (Yen Thanh); Khe Ang spillway (Nghia Dan), Hoang Mai town... leaving good feelings in the hearts of the people.

Proactively advise on the effective implementation of the contents of building grassroots communes, wards, towns, and ATLC - SSCĐ clusters, maintaining political stability, social order and safety, especially in key areas; organizing various forms of outdoor activities in difficult and complicated areas, helping localities build political systems, eliminate hunger, reduce poverty, and build a cultural environment.

Effectively participated in the movement “Military forces join hands to build new rural areas” in the stationed area; received help for poor commune Nam Giai, Que Phong district. Closely coordinated with all levels and sectors to effectively resolve post-war policies, actively participated in gratitude activities, and was highly appreciated by the Party Committee, government and people.

Party organizations have focused on leading the construction of "Green, clean, beautiful" regular agencies and units; strictly preserving and effectively exploiting weapons, equipment, and technical means to serve well the training and combat readiness work. The quality of building regular order, discipline, and military manners has many progressive changes. The "Determined to Win" emulation movement has been associated with the local patriotic emulation movement. Proactively advising the Provincial People's Committee to build programs and projects to help the armed forces of neighboring Lao provinces that share a border with Nghe An; contributing to preserving and promoting the special friendship between Vietnam and Laos.

Thanks to the focus on improving the leadership capacity and fighting strength of party organizations, in the 2010-2015 term, the provincial military has continuously grown and matured in terms of politics, ideology and organization. The provincial Military Party Committee was classified by the Standing Committee of the Party Committee of Military Region 4 and the Standing Committee of the Nghe An Provincial Party Committee as having excellently fulfilled its tasks; many grassroots party organizations achieved the title of exemplary military unit, exemplary military unit, and fulfilled their assigned tasks well; hundreds of collectives and individuals were commended at all levels. Typical examples include the Logistics Department Party Committee; Vinh City Military Party Committee, Ky Son District Military Party Committee, Battalion 32 Dao Mat Party Committee... exemplary party members who have excellently fulfilled their tasks for many consecutive years such as Colonel Phan Dang Lam, Captain Nguyen Huy Du, Lieutenant Hoang Van Anh...

In the 2015 - 2020 term, to continue to improve the leadership capacity and fighting strength of party organizations in the provincial armed forces, the provincial Military Party Committee focuses on thoroughly grasping and thoroughly grasping the Party's guidelines and viewpoints on military and defense tasks in the current revolutionary period, especially the 8th Central Resolution (11th tenure) on "Strategy for protecting the Fatherland in the new situation"; Resolutions of Party Congresses at all levels for the 2015 - 2020 term. Strictly maintain the Party's working regime. Closely coordinate between units, families and society to effectively manage the contingent of cadres and party members; effectively implement the grassroots democracy regulations. Strengthen inspection and supervision work, promptly detect and strictly handle party members and party organizations that lack a sense of responsibility and are not exemplary in words and actions.

Improve the capacity of advising the Party Committee and the Government to determine policies and measures, build a solid national defense posture associated with a solid people's security posture; closely combine socio-economic development with strengthening national defense and security in each field and each locality. Regularly adjust and supplement plans and combat plans to be ready to successfully deal with situations without being passive or surprised. Build an increasingly disciplined, elite, and gradually modern standing army; a strong and widespread militia, self-defense, and reserve mobilization force. Strengthen measures to improve the quality of training and exercises in a practical, effective, safe, and economical direction. Improve the quality and effectiveness of building safe communes, wards, towns, and clusters to master combat readiness; proactively develop plans and solutions to prevent, combat, and overcome the consequences of natural disasters and protect the environment. Effectively implement programs and projects to help the armed forces of Lao provinces sharing borders with Nghe An, contributing to maintaining border security.
