(Baonghean.vn) - On the afternoon of October 4, the Provincial People's Council's Culture and Social Affairs Committee had a working session with the District People's Committee, sectors and a number of schools in Hung Nguyen district.

Also participating in the survey were representatives of the Provincial Fatherland Front; Department of Education and Training; Department of Labor, War Invalids and Social Affairs.

Hung Nguyen is a district with a large number of meritorious people and a high poverty rate. These are the beneficiaries of the tuition fee exemption and reduction policy and support for study costs according to Decree 49 of the Government. The total funding requirement for the 3 years 2010 - 2013 in the whole district is over 12 billion VND. Of which, the province has disbursed over 9.4 billion VND and paid directly to the beneficiaries over 9.3 billion VND; currently the province is short of over 2.7 billion VND.

Overview of the work.

From the practical implementation of tuition exemption and reduction, and support for study costs according to Decree 49 in Hung Nguyen district, the survey team also noted the shortcomings and problems that are arising. That is, poor and near-poor households are not stable but change every year, so the certification of poor and near-poor households is slow, usually not until May of each year, affecting the time of benefit for the subjects. On the other hand, the poor household certification is only valid for 1 year, if the subject changes from poor to near-poor or vice versa, the student in 1 school year will enjoy 2 regimes, causing difficulties for schools and localities in completing procedures and signing confirmation to bring the regime to the subjects.

In addition, the propaganda and dissemination of policies under Decree 49 in some places have not been thorough, and there are still beneficiaries who have not been able to access them. The procedure for tuition fee reduction and exemption for students is complicated, so it should be transferred directly to universities, colleges, and vocational high schools to directly implement tuition fee reduction and exemption.
