At 5am on a mid-August day, on the way to Hieu Hap block, Nghi Thu ward, Cua Lo town, we happened to witness the image of people sweeping while chatting and laughing. In less than 30 minutes, the roads within the block had become clear and clean.

For many years, this activity has become a habit of the people in the block. Mr. Vo Van Luong - Head of Hieu Hap block recalled: "When Cua Lo became a town, people switched to tourism business, struggling to make a living, so no one paid attention to the surrounding living environment. On the other hand, some students renting accommodation in the area lacked the awareness of collective building, so the roads within the block were always in a state of disrepair, security and order were unstable. Village and neighborhood sentiment gradually faded." Faced with that situation, cadres of Hieu Hap block took action, persistently campaigning; through party cell meetings, the block assigned responsibilities to each party member in charge of specific roads and households, reminding them to strictly follow the block's regulations. The rain soaked in the rain, the situation of littering in the wrong place in the block's area has ended. In addition to participating in the general cleaning of the whole block, every day families in the block voluntarily brought trash to 2 collection points according to regulations. In 2014, Hieu Hap block was awarded a certificate of merit by the Provincial People's Committee for its outstanding achievements in protecting the block's environment.
In addition to creating a green - clean - beautiful environment, the criteria for building residential life in Hieu Hap block are also highly appreciated by the People's Committee of the ward and town. Currently, not only Hieu Hap block but also 10/10 blocks of Nghi Thu ward have achieved the title of Cultural Block; 94 - 95% of Cultural Families...
The movement "Building a cultural lifestyle in Cua Lo tourist urban area" launched by the town has been vigorously participated in by 7/7 wards in the area. Mr. Dau Khac Trung - Vice Chairman of Nghi Huong Ward People's Committee said: "If we want people to be aware of building a cultural urban life, we must know how to create exciting movement activities to attract them to participate. From there, they will be aware of having to live a cultural life, building a cultural urban area that they themselves will enjoy." Or like Nghi Hoa ward, to achieve the criteria of a typical cultural institution of the town, people have agreed to contribute from 150 - 300 thousand VND/household/year. Along with the contribution from children far from home, each year the ward mobilizes 500 million VND, gradually investing in a synchronous system of cultural institutions for the blocks. Up to now, the ward has 11/11 cultural blocks, of which the typical blocks are Infrastructure 1, Infrastructure 2, Tan Dien...
With the drastic participation of the government and people in the town, currently, the whole town has 91% of Cultural Families; the system of cultural, information and sports institutions has been invested synchronously from ward to block...
“10 years ago, when I returned to Vietnam for the second time, the situation of street vendors, soliciting and harassing customers in the Cua Lo beach area was really unpleasant. It was a bad image for a developing tourist area. But this time when I returned to Cua Lo, I was very satisfied with the civilized and friendly behavior. All the restaurants had posted price lists, so I felt very secure,” said Mr. Truong Huy Mau, an overseas Vietnamese studying in Canada, during his vacation in Cua Lo in early August.
To have a beautiful image like today, the most important thing is to change the awareness of the town's people. "If there is no change, tourists will have a bad impression of a developing tourist city, which means the number of visitors will decrease and business will suffer losses," said Mr. Nguyen Trong Binh - owner of Binh Cuc restaurant (Nghi Thu ward). That viewpoint is the change in the cultural behavior of the town's people in tourism business. That change is a process of drastic participation of all levels of government and people in implementing the Project "Building and developing the cultural life of Cua Lo town 2011 - 2015", especially the "5 no" policy (No price gouging; no soliciting and clinging to customers; no massage, street vending; no harm to the environment; no disturbing security and order) launched by the town.
Specifically, Nghi Huong ward has established 5 self-management groups/57 kiosks, each group has 12-15 participating households. With the agreement, if a household in the group violates the "5 no" policy, they will be fined 1 million VND for the first time; the second time the fine is 2 million VND; the third time the electricity will be cut off for 3 days; and if it continues to recur, the kiosk will be confiscated and the business will be terminated. For beggars who have a hooligan attitude when reminded and asked to stop practicing, the self-management groups have coordinated with the security and order group to handle it thoroughly. During the tourist season, grassroots officials directly go to residential areas to advise, guide, and point out the importance of behaving culturally in daily life. In addition, the wards have organized training on cultural behavior for large and small restaurant businesses, sidewalk food stalls, hybrid and electric vehicle teams, etc.
