For officials, Party members, and the people of Anh Son district, maintaining the flag-raising ceremony is also the first step in building a cultured workplace environment, raising the awareness and responsibility of each individual, and increasing work efficiency...

Monday mornings are always special for all officials and Party members in the State agencies, government, and mass organizations of Anh Son district. Everyone arrives earlier than usual to prepare for the flag-raising ceremony. The ceremony begins at 7:45 AM, lasts about 15 minutes, and is conducted solemnly, with the full attendance of officials, Party members, and workers. Besides the flag-raising rituals, the units incorporated important content such as: evaluating the results of the past week's work and outlining key tasks for the following week; implementing activities of associations and mass organizations; and celebrating birthdays for those born in the week. Those who were irresponsible in their work or failed to complete their tasks were also reminded to make adjustments.

At the Anh Son District Police Department, where young officers and soldiers make up a significant portion, the flag-raising ceremony takes on even greater significance. Everyone understands that the image of the red flag with a yellow star is a sacred symbol of the Fatherland. Standing beneath the flag, each individual clearly sees the responsibility of a People's Police officer: "For the nation, sacrificing oneself; for the people, serving wholeheartedly." Simultaneously, it educates officers and soldiers about work ethics, discipline, and adherence to regulations within the unit, contributing to the renewal and promotion of emulation movements, adherence to regulations, and cultural life within the unit. Captain Nguyen Hai Trieu, Head of the Planning, General Affairs, and Logistics Team, stated: "Participating in the flag-raising ceremony makes us more conscious of arriving on time and strictly adhering to work procedures. In particular, everyone strives to improve and be dedicated to their work, because no one wants to be reprimanded in front of the flag." Colonel Manh Hung, Head of the District Police, stated: "Since the campaigns were launched, the unit has seen a significant transformation, synchronizing all training and emulation movements, improving supervision, evaluation, experience sharing, and streamlining administrative procedures. The spirit and responsibility of the leaders and key officers have been noticeably enhanced. Furthermore, thanks to constant reminders about the spirit, attitude, and conduct in work, daily life, and interactions with the people, all officers in the unit have demonstrated a strong sense of 'serving the people'."

Raising the flag on Monday mornings is one of the "urgent tasks" set forth by the Anh Son District Party Committee since the Central Resolution 4 (11th Congress), and it is also one of the criteria for building public offices into cultural units. After three years of implementation, the most obvious benefit, visible to everyone, is that it educates each individual about national pride and is a beautiful cultural tradition. Comrade Thai Doan Huu, Permanent Deputy Secretary of the Anh Son District Party Committee, said: “The weekly flag-raising ceremony has contributed to changing the awareness, attitude, and work ethic of the district's officials and employees. When introducing the flag-raising ceremony, the district required all officials in the district's affiliated agencies and communes to arrive at work on time, in full attendance, and in neat attire. This is also the day when unit leaders directly implement work and resolve existing problems; any issues that can be resolved will be addressed immediately, and work will be carried out efficiently and quickly. More importantly, thanks to the serious implementation of the weekly flag-raising ceremony, it has impacted the work ethic of officials on all other days of the week. The problems of 'flexible' working hours and breaks during work hours are gradually being overcome.”

In parallel with the above activities, since 2011, the district has also issued Directive 12 strictly prohibiting alcohol consumption during working hours. Initially, this directive faced some opposition, but after many years of implementation, officials and Party members in the district have now clearly understood the harmful effects of alcohol on health and work efficiency. Therefore, when the Provincial Party Committee's Directive 17-CT.TU on "Strengthening administrative discipline and order in agencies and units in the province" was issued, Anh Son district implemented it seriously and effectively. The situation of drinking alcohol during working hours has been reduced; working hours and work conduct are ensured... In many agencies of Anh Son district, one can see portraits of President Ho Chi Minh proudly displayed in offices, agencies, and schools. Furthermore, the regulations on "Ethical standards for lifestyle based on 'Learning and following the moral example of Ho Chi Minh'" have been implemented simultaneously across all units. These standards are developed with the motto of being concise, comprehensive, easy to remember, easy to implement, and relevant to the specific characteristics of each agency, unit, and organization, as well as the requirements and tasks of each sector and field. This has helped cadres, Party members, and employees better understand their work and become more responsible in building increasingly civilized organizations.

With the results achieved in rectifying working methods and building a cultural environment in agencies and units, Anh Son has reduced the situation of sluggish, dependent, and inefficient work, and increased solidarity in agencies and units. This is also a prerequisite for successfully implementing other movements and campaigns, especially the "Studying and following the moral example of Ho Chi Minh" campaign, contributing to promoting the economic, cultural, and social development of the entire district.
