Decide on many important issues

Opening remarks,Chairman of Provincial People's CouncilThe 17th session took place at the end of 2020 - a year of many difficulties due to natural disasters and epidemics, adversely affecting the implementation of the province's socio-economic goals.

However, under the leadership of the Provincial Party Committee, the determination and focus of the People's Committee, the supervision of the Provincial People's Council, the spirit of effort and creativity of departments, branches and localities, together with the efforts of all classes of people and the business community, the province's socio-economy continues to develop, national defense and security are maintained, social order and safety are ensured; foreign affairs and investment promotion are maintained.

The Chairman of the Provincial People's Council also affirmed that the 19th Provincial Party Congress, term 2020 - 2025 and the 10th session of the 14th National Assembly have decided on many important programs and contents, serving as a legal basis for the province to implement policies, tasks and solutions for socio-economic development in 2021 - the first year of implementing the 5-year socio-economic plan (2021 - 2025); a year of important significance in striving to achieve the goals of the Resolution of the 19th Provincial Party Congress: "Bring Nghe An to develop rapidly and sustainably; firmly ensure national defense and security; strive to make Nghe An a fairly well-off province in the Northern region by 2025".

With the supervisory function, the Provincial People's Council will review and evaluate the socio-economic situation, state budget implementation, public investment plan in 2020, tasks and solutions in 2021.

In addition, the Provincial People's Council will also review and evaluate the socio-economic and financial situation for the 5 years 2016 - 2020 and the socio-economic and financial development plan for the 5 years 2021 - 2025, pointing out limitations, shortcomings, and weaknesses; identifying objective and subjective causes to draw lessons, propose solutions to focus on resolutely implementing the socio-economic, national defense and security tasks in 2021, creating important momentum to successfully implement the targets for the 2021 - 2025 term.

The Provincial People's Council also reviewed reports from the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Committee, and judicial agencies; reports on the results of handling voters' opinions and recommendations, and related reports.

The Provincial People's Council will question the implementation of resolutions on thematic supervision of the Provincial People's Council, the supervision conclusions of the Standing Committee of the Provincial People's Council, the Notice of conclusion of questioning from the beginning of the term until now and urgent issues that voters are interested in.

This is the first time during the term that the Provincial People's Council has organized an open questioning session so that sectors and levels have the opportunity to review, report and explain to the Provincial People's Council delegates and voters about their responsibilities in implementing the recommendations of the People's Council and the promises to voters during this term, thereby proposing solutions and roadmaps to overcome shortcomings and limitations in the coming time.

With the decision-making function, based on reviewing the submissions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and approve 25 resolutions in the fields of socio-economics and justice; in which a number of resolutions are of important significance, affecting many aspects such as: Resolution on the 5-year socio-economic development plan 2021 - 2025; Resolution on assigning the Provincial People's Committee to decide on investment policies for a number of group C projects; A number of resolutions on mechanisms and policies to support the fields of agriculture, culture - society, education - training, etc.

The Chairman of the Provincial People's Council also emphasized: The content of the meeting is very extensive and important. To ensure the quality and the proposed program, the Provincial People's Council delegates are requested to uphold their sense of responsibility, promote their intelligence, carefully study the contents, actively participate in discussions and questions, clearly express their opinions, especially on issues with different opinions, creating high unity so that the Provincial People's Council can make decisions in accordance with the law and in accordance with the practical situation.

The leaders of agencies, units and localities invited by the Provincial People's Council are requested to fully participate and actively contribute to the contents of the meeting.

During the session, the Provincial People's Council Office organized online telephone lines to receive voters' recommendations and feedback.

Propose that press, radio and television agencies strengthen information and propaganda work to promptly, fully and accurately convey the activities of the Provincial People's Council to all levels of the province's people.
