On Sunday, in a phone call with his US counterpart John Kerry, Sergei Lavrov said the worsening situation was due to the artillery shelling of Ukrainian forces in eastern Ukraine targeting populated areas. Lavrov said it was the Ukrainian army that had violated the Minsk Agreements.

Lavrov recalled that Ukrainian President Petro Poroshenko “never responded” to Russian President Vladimir Putin’s proposal to withdraw heavy weapons between the warring parties. Lavrov accused the Ukrainian authorities of “not fulfilling their obligations to launch a full-fledged constitutional process with the participation of all regions and all political forces in the country.”

Lavrov called on the US to “use its influence on the Ukrainian authorities” to ensure that no further military operations take place. Lavrov and Kerry both agreed and reiterated Moscow and Washington’s desire for “an immediate end to the bombing in Donbass and the withdrawal of heavy weapons” to “contribute to the settlement of the crisis in Ukraine”.

During his visit to India, President Barack Obama vowed to increase pressure on Russia after the Mariupol bombing. Obama said he would consider all options available, but ruled out military action. “We are deeply concerned about the recent violations of the ceasefire and the aggression of separatist forces with Russian support,” Obama said.

For their part, many other Western countries immediately strongly condemned the attack on Mariupol that killed many civilians on Saturday. And similar to the US, these countries also announced that they would consider imposing new sanctions on Russia.
