Prevent encroachment on planning site of Quynh Lap 1 Thermal Power Plant

(Baonghean) - After the working group of the province and the Vietnam National Coal - Mineral Industries Group (TKV) surveyed the groundbreaking site for the Quynh Lap 1 Thermal Power Plant Project (August 2015), in Quynh Lap commune (Hoang Mai town), there was a phenomenon of many households illegally building solid structures on the planned area of ​​the plant.

Quynh Lap Power Center was approved by the Ministry of Industry and Trade for planning with a capacity of 2,400 MW, invested in 2 phases. In phase 1, TKV is the investor of Quynh Lap 1 Thermal Power Plant Project, Vinacomin Power Corporation - TKV implements the project. Quynh Lap 1 Thermal Power Plant will be operational in 2020 and to ensure the schedule, the investor and relevant levels and sectors of the province are actively participating in the preparation for project investment. However, since August, many households have illegally built structures on the project's planned land.

Mr. Bui Minh Tan, Deputy General Director of the Electricity Corporation (Vinacomin) - TKV said: “When conducting a survey of the actual planning area of ​​the project, the current land use status during the survey phase of the investment project (2012) basically showed that the use of each type of land did not change much. However, recently, there has been a phenomenon of many households in Quynh Lap commune building houses, livestock farms, other works and expanding the area of ​​aquaculture ponds... on the planned area. In particular, currently, the burial of graves is still being carried out by local people on the project's site area, causing difficulties for site clearance work”.

Tan Minh Hamlet has many households illegally constructing structures on the planned area of ​​Quynh Lap Thermal Power Plant 1.

In Tan Minh hamlet, Quynh Lap commune, the location chosen to hold the groundbreaking ceremony of the Quynh Lap 1 Thermal Power Plant Project, in a short time, many solid constructions such as houses, farms, fences, etc. have sprung up, and people are using bricks as construction materials. At the same time, in Dong Minh and Dong Thanh hamlets, there is also a phenomenon of people building illegal constructions. On the land area planned to implement the Quynh Lap 1 Thermal Power Plant Project, there are currently 78 households building new houses, expanding auxiliary works, fences, leveling the ground, and expanding the area of ​​aquaculture ponds. Recently, in some forest land areas, there has also been a phenomenon of land leveling to change the land use purpose...

Mr. Le Sy Chien, Vice Chairman of the People's Committee of TX. Hoang Mai said: “To carry out land acquisition and clearance for Dong Hoi Industrial Park and Quynh Lap 1 Thermal Power Project, Hoang Mai Town focuses on educating people to comply with the law in construction works, not to build illegally. Continue to widely inform people that if they build illegally, they will not be compensated and continuously announce on loudspeakers in hamlets and communes. Hoang Mai Town and Quynh Lap Commune have established working groups, directly in Dong Thanh, Dong Minh, Tan Minh hamlets to educate people, and at the same time strengthen the handling of violations, consolidate and record violations. The town police have established working groups to grasp the situation, coordinate with the People's Committee of Quynh Lap Commune to handle subjects that incite and attract people, and take advantage of the compensation policy for land acquisition and clearance to make illegal profits. For the project to be implemented smoothly, the town requests the Management Board of the Southeast Economic Zone to soon set up markers, announce the planning, and implement land acquisition and clearance for projects…”.
