Attending the meeting were representatives of the provincial Social Insurance and the departments of Health, Labor, Invalids and Social Affairs, Education and Training, and Finance.
By August 31, 2013, the whole province had more than 2 million people participating in social insurance and health insurance. Of which, the number of people participating in compulsory social insurance increased by more than 6,000 people compared to 2012. Social insurance and health insurance revenue reached nearly 1,900 billion VND. The provincial Social Insurance has resolved social insurance regimes for nearly 38,600 people; issued over 13,900 social insurance books and more than 2 million health insurance cards...
The biggest difficulty currently facing the social insurance sector is that the health insurance coverage rate in some districts is still low, especially in 54 key communes for new rural construction; the funding source to support unemployment insurance contributions and payments is still stuck in settlement... The sector has proposed a number of recommendations that need to be resolved soon, such as the social insurance policy for commune officials, preschool teachers, cooperative leaders...

After listening to the opinions of relevant sectors, concluding the working session, comrade Le Xuan Dai acknowledged the efforts of the Social Insurance sector in effectively implementing social insurance and health insurance policies in the context of our province having a large population and a high proportion of policy beneficiaries. The Vice Chairman of the Provincial People's Committee noted that in the coming time, the departments and branches need to organize the dissemination of Directive No. 21 dated November 22, 2012 of the Politburo on strengthening the leadership and direction of the Party on social insurance and health insurance work in the period of 2012 - 2013 and the plan to implement Decision No. 538/QD - Ttg dated March 29, 2013 of the Prime Minister on approving the roadmap project to achieve the goal of universal health insurance. Social Insurance needs to closely coordinate with departments and branches to promote administrative reform in issuing social insurance cards, health insurance examination and treatment, and urge employers to pay social insurance, health insurance and unemployment insurance in a timely manner; Synchronously deploy solutions to prevent duplicate health insurance cards, abuse of health insurance funds, etc.
