Nghe An Newspaper No. 8785 published on August 16, 2011 and No. 8786 published on August 17, 2011 reported that ethnic minorities in the highlands of Que Phong district were lured by some companies to apply for loans from the Vietnam Bank for Social Policies (VBSP), but were unable to leave the country and had to carry a large debt as follows:

The fact that some people in Que Phong district borrowed money from the Social Policy Bank for their children to go abroad to work but were unable to do so as reported by Nghe An Newspaper is true. The Que Phong District Social Policy Bank Transaction Office reported this incident to the Provincial Social Policy Bank in 2010. On January 13, 2011, the Director of the Provincial Social Policy Bank established an Internal Inspection and Audit Team according to Decision No. 47/QD-NHCS.NA to inspect the Que Phong District Transaction Office.


The inspection results show that: As of January 15, 2011, there were 29 cases of borrowing capital for overseas labor export with the amount of VND 567,400,000, but the workers have not been able to go. Specifically:


- Son La Import Export Joint Stock Company, Hoa Binh branch: 03 cases, amount of 75,000,000 VND;


- Viet Ha - Ha Tinh Trading Company, Hanoi branch: 15 cases, amount of 238,500,000 VND;


- Thanh Hoa Expert Labor Export Joint Stock Company, Ha Tinh branch: 05 cases, amount of 122,900,000 VND;


- Nghe An Investment and Trade Cooperation Company: 06 cases, amount of 131,000,000 VND.


These cases are mostly concentrated in the communes of Nam Nhoong, Cam Muon, Nam Giai, Chau Thon, Thong Thu, Tien Phong and Quang Phong. After the conclusion of the Inspection Team, the Director of the Provincial Bank for Social Policies issued many directives, requesting the Director of the Que Phong District Transaction Office to directly work with labor export companies to handle and recover debts. At the same time, a Deputy Head of the Provincial Bank Department was assigned to directly monitor, coordinate and direct the Que Phong District Transaction Office to handle the above situation.


After receiving instructions from the Provincial People's Committee in Official Dispatch No. 4914/UBND-TM dated August 24, 2011, the Provincial People's Credit Fund continued to send staff to directly work, investigate and verify the above-mentioned incident.


As a result, from January to September 2011, the Que Phong District Social Policy Bank worked with the companies, handled and recovered 14 cases, the amount of 350,190,000 VND. In the remaining cases, the companies have committed to repaying the debt to the employees in the coming time. 3 out of 4 companies have transferred money to the borrowers to repay the Bank, but Son La Import-Export Joint Stock Company, Hoa Binh branch has not yet fulfilled its debt repayment obligation.


As of September 20, 2011, there were 15 cases, with the amount of 217,210,000 VND, the labor export companies did not send workers and had not paid all their debts to the Bank, specifically as follows: Son La Import-Export Joint Stock Company, Hoa Binh branch: 03 cases, the amount of 75,000,000 VND; Viet Ha - Ha Tinh Trading Company, Hanoi branch: 06 cases, the amount of 44,000,000 VND; Thanh Hoa Expert Labor Export Joint Stock Company, Ha Tinh branch: 02 cases, the amount of 20,410,000 VND; Nghe An Investment and Trade Cooperation Company: 04 cases, the amount of 77,800,000 VND.


Currently, the provincial People's Credit Fund is continuing to direct the Que Phong District Transaction Office to coordinate with the police, functional agencies and local authorities to find solutions to require companies to fulfill their debt repayment obligations to preserve capital for the State.


The reason for the above situation is that some companies take advantage of the lack of information and understanding of people in remote areas, do not send workers and do not fulfill their obligations as per the signed contract.

The provincial People's Credit Fund has inspected all the loan applications for labor export at the Que Phong District Transaction Office up to now. The results show that in the above cases, the Que Phong District Transaction Office lent to the right subjects, the application and procedures were complete according to regulations, and the disbursement was organized according to the instructions. The entire loan amount was transferred to the labor export companies after the borrower completed the loan procedures and requested the money transfer.
