The reason is that Vietnamese workers in general and Nghe An workers abroad in particular have poor labor discipline, violate contracts, run away, and violate the laws of the host country. Together with the relevant ministries and branches, our province is resolutely implementing solutions to limit the above situation.

Last August, the Korean Ministry of Labor and Employment suspended the Korean language test for Vietnamese workers, and this October, Saudi Arabian authorities arrested 28 Vietnamese workers. The reason is that thousands of workers in Korea have expired contracts but absconded and refused to return home. For example, in Saudi Arabia, 28 Vietnamese workers were caught red-handed stealing 10 tons of copper from Mohammed Salim Al Suwaidi Company to sell... These cases are just "a rotten apple spoiling the barrel", but have significantly affected the reputation of Vietnam's labor export sector. The situation of workers with poor awareness of law enforcement is causing Vietnam to shrink and lose traditional labor markets and causing many difficulties in expanding new markets. According to statistics from the Ministry of Labor, War Invalids and Social Affairs, there are still thousands of Vietnamese workers absconding in Korea, including 187 workers from Nghe An.

Mr. Nguyen Van Tuan, 30 years old, residing in Ha Huy Tap ward, Vinh city - who has just returned from his labor contract in Korea, said: "The reason why workers run away is because foreign employers prefer to use illegal workers, because they do not have to pay insurance, do not have to pay brokerage fees, labor costs are cheaper than legal workers, and do not have to spend time on vocational training... However, the main reason is still the low awareness of a part of the workers; the selection, training, and labor orientation education of businesses and local authorities are not good".

According to Mr. Tran Van Y - Director of Viet Nhat Human Resources Supply Joint Stock Company, Nghe An branch, said: "When a worker working abroad violates the contract, the other party must report to the company. To limit the situation of workers violating the contract, we are determined to do a good job in the screening and selection process. In addition, the State also needs to have stricter regulations. The State's regulations always prioritize and protect the rights of workers, but along with that, it is necessary to strictly implement sanctions - for example, for workers who run away and refuse to return, the law stipulates that criminal liability will be prosecuted, but in reality, no one has been prosecuted yet."


Based on this reality, the Ministry of Labor, War Invalids and Social Affairs has developed a "Project to prevent Vietnamese workers from fleeing, residing illegally and changing workplaces for unjustified reasons". In Nghe An, since the beginning of August, the Provincial People's Committee and related departments, branches and localities have proposed measures to overcome existing problems to limit the situation of workers fleeing.

Accordingly, Party committees, authorities and social organizations of communes, wards and towns should strengthen propaganda and education among the people about full and serious compliance with regulations on sending workers to work abroad; and require families to encourage their children residing illegally abroad to return home to enjoy preferential re-employment policies.

Other strict measures and sanctions have also been applied by the province: the authorities of communes, wards and towns do not confirm the records and necessary procedures and papers of applicants for work abroad when these workers have siblings residing illegally there; for communes, wards and towns with 3 or more people who are absconding or residing illegally abroad, the workers of that locality will not have their applications accepted for work abroad under the licensing program; the provincial Department of Labor, War Invalids and Social Affairs has a policy to create favorable conditions for workers going to work abroad after completing their contracts to find new, legal jobs through consulting and referrals in other countries...


Mr. Le Huy Vinh, specialist of the Department of Labor - Employment - Wages, Department of Labor, Invalids and Social Affairs of Nghe An, said: "The Department has been and will strictly implement urgent measures set forth by the province, especially sanctions against localities with workers violating contracts. In addition, it will strengthen inspection of labor export activities for enterprises participating in recruiting and sending workers to work abroad."
