Preventing 'whitening' of Party cells in mountainous areas

Efforts to eliminate the risk of "whitening"

Tham Tham is a particularly difficult village in the Nhon Mai border commune, with two ethnic groups, Mong and Kho Mu, living together. The whole village has only about 21 households. Before 2016, the Tham Tham village Party Cell was classified as being at risk of "returning white" according toProject 01-The Provincial Party Committee's Standing Committee with 3 local party members.

Along with the Tham Tham Party Cell, the Huoi Man Village Party Cell (with 16 Mong households living and difficult roads) is also in a similar situation with 4 local party members. Faced with this situation, under the direction of the Tuong Duong District Party Committee, the Nhon Mai Border Commune Party Committee has implemented many solutions with the determination to eliminate the risk of "whitewashing" in these two Party Cells.

In addition to assigning Party members who are prestigious and experienced communal officials and civil servants to work at Party cells to "hold hands and show them how to do" to enhance the comprehensive leadership role of Party organizations in villages and hamlets, assigning responsibility to organizations in discovering positive and outstanding factors to introduce to the Party. The Nhon Mai Commune Party Committee also does a good job of "skillful mass mobilization" to promote the role of village elders and prestigious people in propaganda, mobilization, discovery and nurturing of Party development factors from branches, organizations and demobilized soldiers.

According to comrade Vi Van Hoa - Secretary of the Nhon Mai Commune Party Committee: Up to now, the locality has eliminated villages and hamlets at risk of "whitening out" of Party cells. Specifically, the Huoi Man Village Party Cell (Nhon Mai Commune) has admitted 3 more Party members, bringing the total number of local Party members to 7. Together with 3 cadres and Party members of the commune and 1 officer of Nhon Mai Border Guard Station who have come to participate in the Party Cell, the total number of Party members is currently 11 comrades.

Similarly, the Tham Tham village Party Cell admitted 4 more party members, bringing the total number of local party members to 7, plus 3 cadres and party members from the commune, so the total number of party members of this cell is 10 comrades. Fortunately, the team of secretaries and village chiefs of the two villages Tham Tham and Huoi Man are quite young, enthusiastic, and set an example in all work.

Nhon Mai Commune Party Committee currently has 17 affiliated Party cells, including 12 rural Party cells with a total of 251 Party members (49 female Party members). In the first 6 months of 2021, the Party Committee admitted 4 new Party members, including 1 comrade in Huoi Man Party Cell who is a demobilized soldier.

According to the Organizing Committee of Tuong Duong District Party Committee: Implementing Project 01 No. 01-DA/TU dated August 10, 2016 of the Provincial Party Executive Committee (18th term) on building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016-2020. Through a field survey, Tuong Duong District Party Committee has 3 Party cells at risk of no longer having Party cells (less than 5 local Party members), including the villages: Xoong Con (Tam Thai commune), Tham Tham and Huoi Man (Nhon Mai commune) due to difficulty in developing Party members.

Therefore, the district has focused on leading and directing the Party Committees of communes with Party cells within the scope of the Project to focus on developing Party members to ensure both quality and quantity. In addition to the leadership of Party Committees at all levels, the district requires the Fatherland Front and socio-political organizations at all levels to pay attention to and discover positive and outstanding factors to introduce to the Party. Focus on bringing economic models to villages and hamlets, and at the same time mobilize and assign experienced and prestigious Party members and key cadres in the commune to "hold hands and guide" in areas with high risk of "whitening" Party cells.

Thanks to that, the order and quality of life in these Party cells have been improved; some Party members have enthusiastically participated in production movements and built effective economic models such as: planting forests, passion fruit trees, ginger trees, high-yield cassava; developing models of raising buffaloes, cows, fish ponds... The work of fostering and developing the Party has also had many positive changes.

From August 2016 to December 31, 2020, 11 party members were admitted. In addition to the two Party cells of Tham Tham and Huoi Man (Nhon Mai commune), the Party cell of Xoong Con village (Tam Thai commune) also escaped the risk of "whitening out" when it admitted 4 more party members, bringing the total number of local party members to 8/14 party members. Up to now, Tuong Duong district has no more villages or hamlets at risk of no longer having a party cell.

Care for resource creation

Tuong Duong District Party Committee currently has 46 grassroots Party organizations, including 25 grassroots Party Committees and 21 grassroots Party cells directly under the District Party Committee; 271 Party cells directly under the grassroots Party Committees with a total of 5,379 Party members.

In recent years, the work of developing new party members in the area has always been of interest to the District Party Committee, through specific solutions such as: Innovating the content, methods, and approaches to studying and thoroughly grasping the Party's directives and resolutions, and the State's policies and laws; arranging and innovating the content of the program to foster Party sentiment and new party members to suit each target, region, and area. Paying attention to discovering and creating sources of recruitment, assigning prestigious and experienced party members to educate, train, and foster awareness of the Party for the elite masses; promoting the pioneering and exemplary role of cadres and party members for the masses to learn from and follow.

In addition, focus on improving and effectively promoting the role of political and social organizations in remote hamlets and villages. Request Party committees at all levels to establish grassroots working groups to both participate in directing and participating in activities in weak hamlets and villages.

Many communes, despite facing many socio-economic difficulties, have done well in recruiting Party members. For example, in the border commune of Tam Hop, comrade Le Hong Thai - Secretary of the Commune Party Committee said: To overcome difficulties and further promote Party development in ethnic minority areas, every year the Standing Committee of the Commune Party Committee develops a plan for developing Party members, assigning specific tasks to comrades in the Standing Committee, the Commune Party Committee in charge of the area and Party members who are cadres and civil servants of the commune who are active in the village and hamlet Party cells. Assign targets to each Party cell and require the participation of organizations and unions in discovering and introducing sources for the Party to train and recruit. Thanks to that, the Party development work of the commune meets and exceeds targets every year.

In 2021, the whole commune admitted 7 party members/planning 5 comrades, reaching 140% of the assigned plan. In the first 6 months of 2021, 3 party members were admitted/planning 6 comrades, reaching 60% of the assigned plan. Some localities such as the Tam Quang Commune Party Committee also coordinated with the District Political Training Center to open Party sympathy classes in the commune to facilitate Party members... thanks to that, the annual Party development work always met and exceeded the target.

''In the 2015-2020 term, the entire District Party Committee admitted 1,018 Party members, an average of over 203 Party members per year, reaching 113.1% of the Resolution's target, of which: 796 comrades from the Youth Union (accounting for 78.2%), 465 female comrades (accounting for 45.7%), 755 ethnic minorities (accounting for 74.2%). In 2020 alone, the entire district admitted 117/120 outstanding masses to the Party. In the first 6 months of 2021, 75/153 Party members were admitted (reaching a rate of 49.01%)''.

However, like most other mountainous areas, the major difficulty of the locality is limited resources due to lack of jobs and unstable life, so the number of young people of working age going to work far away is quite large. The level of awareness of people in remote areas is still limited, access to audio and visual media is still inadequate, so thinking and awareness about the Party is not complete. In addition, some village and hamlet cadres have limited qualifications and capacity. Some grassroots Party organizations have not paid due attention to Party development work.

Therefore, in addition to education and training to create resources, the district focuses on implementing many major policies and projects to direct the restructuring and improve the efficiency of agricultural and forestry production in communes and villages in mountainous and border areas. Every year, in addition to the support capital from higher levels, the district has allocated a part of the budget to support poor ethnic minorities in the area to develop production, vocational training, create jobs... linking poverty reduction with new rural construction to create conditions for people, especially young workers to start their own businesses in the locality. Thereby, selecting factors as a source to train and foster to become core cadres and party members for the grassroots movement.
