Electricity industry and responsibility to the people?

(Baonghean) -Among the issues considered for questioning by the Provincial People's Council at the 10th session, a major issue is related to the shortcomings of the rural power grid infrastructure. The shortcomings are clear: the power grid infrastructure is seriously degraded; the handover of the power grid infrastructure to the power sector for management is still unfinished; the return work is difficult; the public ethics of some officials and employees of the power sector in some places and places have problems. There are many shortcomings, and they have existed for many years, so although the problem is not new, it needs to be thoroughly analyzed to have timely solutions. Therefore, the inclusion of the Provincial People's Council in the questioning content will meet the wishes of voters.

Those who follow this trend are completely right. Because for a long time, in the face of electricity problems, in many localities and establishments, people have complained to representatives, including the government, People's Councils at all levels, National Assembly delegations... However, what people received were only very "sincere" promises. The representatives left with promises and then left forever, the electricity problems remained unchanged, even over time, the power grid infrastructure has deteriorated more and more seriously. That is at the local level, but at the meetings of the Provincial People's Council, the problems of rural electricity infrastructure have been questioned and dissected, the relevant sectors have responded, there have been promises, but so far it is still the same.

It is impossible not to cite a few examples to prove it. Recently, Nghe An newspaper published an article on November 5th, "Rural power grid infrastructure degradation: When will people stop suffering?" detailing the quality of the power grid in Long Son commune (Anh Son) and Quynh Lap commune (Hoang Mai town). The power is unstable, sometimes bright, sometimes dark, and cut off arbitrarily. Because of this problem, many electrical appliances of people and schools have short-circuited and broken. Not only that, this article also cited voters of many districts petitioning the People's Council to clarify the shortcomings of electricity. Nghe An newspaper published a series of 3 articles in mid-August 2013, "When will rural power grid infrastructure meet standards?". It detailed the degradation of rural power grid infrastructure that is happening in many localities. Because of the degradation of power grid infrastructure, not only people are worried, but also the lives of officials and employees of the electricity sector are threatened. In this series of articles, many people and related officials voiced their frustration and complained about the difficulty in repaying investment capital, which they said was caused by the electricity industry and related agencies...

Of course, when the public spoke up, the electricity industry and related agencies responded, citing the reasons and causes leading to the above shortcomings. That the rural electricity grid infrastructure is inherently too weak, although the electricity industry has made efforts to invest, in the general difficulties of the economy, to achieve the desired results, it takes time. Or as for the repayment of capital, it is due to the regulations of the relevant ministries and branches, and the responsibility does not lie with the electricity industry...

It must be seen that the efforts of the electricity industry and the authorities are there. But to be frank, it is not yet true that they have fulfilled their responsibilities to the people. Because after all, the professional rules set by the electricity industry itself have not been properly implemented by the cadres and employees of this industry. And because although the strict regulations of the central and ministerial agencies are a barrier that makes the capital repayment work difficult, have the electricity industry and related units ever struggled to find solutions, or proposed to superiors for changes? Regarding the local bases and studying the documents and regulations related to the handover and repayment of capital for rural low-voltage grid infrastructure (Regulations on technical management - operation and safety of rural low-voltage grid after receiving from Vietnam Electricity Group; Joint Circular No. 06/2010/TTLT-BCT-BTC...), it is affirmed that the shortcomings of rural grid infrastructure are very clear, and the prolongation of this situation is caused by the electricity industry and a number of agencies and units...

As mentioned above, although the shortcomings of the rural power grid infrastructure are not new, they still need to be carefully dissected. Hopefully, in the 10th session of the Provincial People's Council, the elected representatives will demonstrate their responsibility to the people. And the electricity sector and related agencies will have measures to overcome them, so that in the following sessions, the Council will not have to put the issue of the electricity sector on the agenda.
