(Baonghean.vn) - Implementing the 2020 tasks, the Transport Industry strives to complete the public investment plan with an expected disbursement capital of 35,300.84 billion VND.
On the morning of January 2, the Ministry of Transport (MOT) held a national online conference to review the work in 2019 and deploy tasks for 2020. Attending and directing the conference were Party Central Committee members: Trinh Dinh Dung - Deputy Prime Minister; Nguyen Van The - Minister of Transport.
Comprehensive results
The report of the Ministry of Transport shows that in 2019, the transport sector continued to make efforts to promote the tradition of pioneering, strengthening discipline, promoting responsibility, and implementing the Government's motto of action "Discipline, integrity, action, creativity, innovation, efficiency", promoting the overall restructuring of the transport sector, improving productivity, quality, and efficiency in all aspects of work and fields in the whole sector.

Notably, the state management of the transport sector continues to be strengthened, especially in coordinating to remove difficulties, promoting the progress of implementing important national projects on investment in developing transport infrastructure, managing transport activities, reducing time and costs in logistics, ensuring traffic safety and order...
Key projects were directed and implemented resolutely, closely following the set plan; procedures were promptly completed and construction of two component projects of the North-South Expressway Project in the East, namely the Cam Lo - La Son and Cao Bo - Mai Son sections; the Government was advised to submit and the National Assembly approved the Feasibility Study Report on the investment project to build Long Thanh International Airport, Phase 1...

The quality of transportation services continued to improve, the volume of freight and passenger transport in 2019 continued to increase sharply compared to 2018 (exceeding the planned target of 8-9%).
Traffic safety work continues to be strengthened and implemented effectively. Traffic accidents decreased in all three criteria: number of cases, number of deaths and injuries, compared to 2018, down 5-10%, reaching the target assigned by the National Assembly and the Government.
In addition, administrative reform, administrative procedures, and e-Government architecture construction continue to be vigorously implemented. This is the fourth consecutive year that the Ministry of Transport has ranked first in the Online Public Service Index among 20 ministries and branches.

The disbursement result of the 2019 plan is estimated at VND 26,700 billion, equivalent to 88.6% of the assigned 2019 plan (VND 30,134 billion).
In addition to the achieved results, the transport sector still has some shortcomings and limitations that need to be overcome, such as: the disbursement rate is not completed compared to the set plan. Construction progress at some key projects is still slow; the security and order situation at some BOT toll stations is still complicated, causing difficulties in implementing toll collection to recover capital for projects; traffic connections are still limited...

Discussing at the conference, delegates suggested that the transport sector should strengthen control of vehicle weight; impose fines on overloaded vehicles; conduct health checks for drivers; address traffic congestion in major cities; and work on site clearance for the North-South Expressway project in the East.
Speed up progress of key projects
Speaking at the conference, Deputy Prime Minister Trinh Dinh Dung acknowledged, highly appreciated and commended the results in all aspects of the transport sector, which have contributed to the whole country's efforts to maintain macroeconomic stability, promote economic growth, and ensure social order and safety.
According to the Deputy Prime Minister, 2020 is the final year of implementing the 2015-2020 term plan, a year with many important national events, the whole country holds Party Congresses at all levels. "To develop the country, we need to identify strategic breakthroughs, in which the important breakthrough is to have a synchronously developed transport infrastructure system. That also poses a heavy task for the transport sector" - Deputy Prime Minister Trinh Dinh Dung emphasized.

Therefore, the transport sector needs to focus on building laws; continue restructuring the sector, especially restructuring the entire transport sector, towards harmonizing and rationalizing means of transport, developing multimodal transport and logistics services.
In addition, the transport sector focuses on directing investors to accelerate the implementation progress and disbursement of projects with capital, especially important national projects and important projects of the sector such as: speeding up the completion of investment procedures, bidding to select investors and contractors, early commencement of expressway projects on the North-South Eastern route and important and urgent railway and road projects; early commencement of the Long Thanh International Airport Project...
At the same time, it is necessary to synchronously implement tasks and solutions to ensure traffic safety and order; tighten control of vehicle weight; strengthen management of construction investment, ensure the quality of works, promptly handle problems at BOT toll stations; actively participate in disaster prevention and control, search and rescue, etc.
