The Party's Internal Affairs Sector deploys directions and tasks for internal affairs, anti-corruption and negativity work in 2024
(Baonghean.vn) - On the morning of January 10, the Central Internal Affairs Committee held a direct and online conference with 63 provincial and municipal Party Committees to review the work of the Party Internal Affairs sector and the activities of the Provincial Steering Committee for Anti-Corruption and Negativity in 2023; directions and tasks for 2024.

Comrades: Truong Thi Mai - Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee, Deputy Head of the Central Steering Committee on anti-corruption and anti-negativity; Phan Dinh Trac - Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee, Deputy Head of the Central Steering Committee on anti-corruption and anti-negativity, Deputy Head of the Central Steering Committee for Judicial Reform chaired.
Attending the conference at the Central bridge were Politburo members, Secretariat members, leaders of Party and Government committees and members of the Central Steering Committee on anti-corruption and negativity.

Attending the conference were members of the Provincial Party Standing Committee: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Pham Trong Hoang - Head of the Provincial Party Committee's Inspection Committee; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Department; leaders of the Provincial Party Committee Office and agencies in the Internal Affairs sector.
OVERCOME THE "HOT ABOVE, COLD BELOW" CONDITION
In 2023, the Party Internal Affairs sector has been proactive, flexible, and active in implementing well the tasks according to the set programs and plans. Many aspects of work have changed more clearly than previous years, leaving a good impression, and being highly appreciated by Party and State leaders, provincial and municipal Party Committee leaders.

Notably, the sector has advised the Politburo, the Secretariat, the provincial and municipal Party Committees on many important projects and documents with in-depth expertise in the fields of internal affairs; preventing and combating corruption, negativity and judicial reform.
Completed the compilation, organized the launching ceremony and actively disseminated and widely promoted the content and core values of the work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong - Head of the Central Steering Committee on preventing and combating corruption and negativity, contributing to raising awareness and theories of cadres, party members and people about this work.

At the same time, focus on advising and performing well the tasks of the Standing Office of the Central Steering Committee on anti-corruption and negativity and the Provincial Steering Committee.
In particular, advising, directing, guiding, removing difficulties and obstacles, improving the operational efficiency of the Provincial Steering Committee for Anti-Corruption and Negative Matters, contributing to promoting this work at the local and grassroots levels; gradually overcoming the previous situation of "hot above, cold below"; according to the assessment, now in the work of anti-corruption and negative matter, "hot above" and below has also "heated up".

Specifically, in 2023, the Provincial Steering Committee on Anti-Corruption and Negativity has put 260 cases and incidents under monitoring and direction (since its establishment, 679 cases and incidents have been put under monitoring and direction).
Local authorities have prosecuted 763 new cases and 2,079 defendants for corruption, nearly double that of 2022; typically Ho Chi Minh City, Hanoi, Dong Nai, Son La, Nam Dinh, Nghe An, Thanh Hoa, Hai Duong...
In particular, the whole industry has been more proactive, sensitive, decisive and effective in monitoring, urging, advising and directing the handling of cases and incidents, especially advising on putting many cases under the supervision and direction of the Steering Committee; advising and directing, issuing policies on differentiating the subjects of handling in cases and incidents related to Viet A Company, the Registration Center, Van Thinh Phat Group, SCB Bank, etc.

The Party Internal Affairs sector has strengthened the work of guiding, inspecting, supervising, urging, improving the effectiveness of coordination and operation; being serious, responsible, objective, cautious, following the procedures and regulations in giving opinions on personnel work, especially completing the appraisal of 256 personnel proposed for planning the 14th Central Executive Committee, making an important contribution to building a clean and strong cadre team at all levels;...
"RED LINE" FOR OFFICIALS
Speaking at the conference, Comrade Truong Thi Mai - Politburo member, Standing member of the Secretariat acknowledged, commended and highly appreciated the results achieved by the Party Internal Affairs sector and the Provincial Steering Committee on preventing and combating corruption and negativity in the past year.

The provincial Steering Committee for Anti-Corruption and Negativity has been operating in an orderly manner, creating a clear change in its work; overcoming the situation of “hot above, cold below” that was mentioned in many previous terms; receiving the support and consensus of the people, cadres and party members.
However, according to the Standing Member of the Secretariat, recent practice shows that the results have not been truly consistent; in some places, the quality and effectiveness have not met the requirements. In this and that place, the implementation of internal affairs tasks, the work of preventing and combating corruption and negativity is still limited, not really drastic, and not highly determined; in some places, there is still a reserved, hesitant attitude, fear of conflict, fear of affecting achievements;...
The question is, although legal policies continue to be supplemented and management work is strengthened, why are there still many serious and complicated corruption cases; some of which involve many levels, many sectors, many fields both at the central and local levels? Comrade Truong Thi Mai requested the Central and local Internal Affairs Committees, and the Provincial Steering Committees on Anti-Corruption and Negativity to continue to research, evaluate, and fully analyze the objective and subjective causes of the above limitations in order to have better solutions to overcome them.

In particular, it is necessary to pay attention to the motto "prevention is better than cure"; review and supplement and perfect the Party's regulations, rules and procedures; the State's policies and laws, especially in areas where violations have been common in recent times.
“How to create the necessary legal framework, draw a “red line” so that cadres do not cross it and are afraid to cross it,” the Standing Secretariat emphasized; at the same time, it is necessary to continue researching and perfecting the legal framework so that any cadre who is bold, dares to think, dares to do, knows the framework to implement, does not have to be afraid, fearful, or not dare to do.
Comrade Truong Thi Mai also noted that each agency, each organization, each locality must pay special attention to self-training, self-reflection, self-correction, being exemplary, and matching words with actions of cadres and party members, especially leaders, leaders and managers. The higher the level, the more exemplary the role, the greater and stronger the positive spread must be.
He also requested the Central Internal Affairs Committee and prosecution agencies to continue researching to find solutions to distinguish between intentional and unintentional acts leading to violations as a basis for appropriate administrative and criminal handling, helping cadres feel secure and confident when performing tasks assigned by the Party and State.

In his closing speech at the conference, Head of the Central Internal Affairs Commission Phan Dinh Trac emphasized a number of key tasks in 2024 of the Party Internal Affairs sector and the Provincial Steering Committee for Anti-Corruption and Negative Practices.
In particular, the Head of the Central Internal Affairs Commission pointed out: The work of the Party's Internal Affairs sector, the Steering Committee for anti-corruption and negativity, and internal affairs agencies in general is always a difficult, complicated, and sensitive issue because it touches on people's political lives, is closely related to political stability, social order and security, the survival of the Party, and the nature of the regime.
“Therefore, cadres and civil servants of the Party's Internal Affairs sector must be brave and honest; have a warm heart and a cool head; be cautious, objective and especially be very impartial; always be open-minded, humble, learn to improve knowledge, accumulate experience, closely coordinate with internal affairs agencies, resolutely, persistently, and strive to successfully complete assigned tasks,” comrade Phan Dinh Trac stated the message.
On this occasion, the Central Internal Affairs Committee announced the emulation and reward decisions for 2023, in which the Nghe An Provincial Party Committee's Internal Affairs Committee was one of 14 collectives honored to receive a Certificate of Merit from the Head of the Central Internal Affairs Committee.
