In the first quarter of 2023, the Department of Finance advised the Provincial People's Committee and the Provincial People's Council to issue 3 legal documents. These are: Decision No. 68/2022/QD-UBND dated December 27, 2022 of the Provincial People's Committee promulgating regulations on the mechanism for management and operation of the State budget in 2023 in Nghe An province; Resolution No. 26/2022 of the Provincial People's Council stipulating the percentage of land use fee revenue from projects with land use fee collection for the provincial budget to create capital to support compensation and site clearance for the Vinh International Airport Project and invest in the construction of an access bridge connecting National Highway 7C with Cua Lo Deep-water Port; Resolution No. 27/2022/NQ-HDND on amending and supplementing Resolution No. 20/2021 of the Provincial People's Council promulgating the Regulation on decentralization of State budget revenue sources, local budget expenditure tasks and the percentage of revenue sharing between budgets of local authorities at all levels in Nghe An province for the period 2022-2025.

At the same time, the department has drafted and submitted to the Provincial People's Committee and Provincial People's Council decisions on the price of clean water consumption in rural areas in Do Luong district.

Previously, the department coordinated in developing the draft Resolution of the National Assembly on specific mechanisms and policies for Nghe An province; participated in giving opinions on developing a resolution on specific mechanisms and policies on finance and budget to support socio-economic development of Vinh city, Cua Lo town, Thai Hoa town in the period of 2022-2025; coordinated with the Tax Department and the Customs Department to develop scenarios for state budget revenue and expenditure in 2021 according to the developments of the Covid-19 pandemic, and advised on funding for Covid-19 prevention and control... These important advices have promptly helped superiors manage and operate the budget and support businesses in removing difficulties.

In the first quarter, the Department of Finance issued Plan No. 662/KH on Administrative Procedure Control Activities in 2023. In addition, reviewing and simplifying administrative procedures, reducing processing time to help individuals and organizations speed up the process of handling procedures. Directing the effective implementation of electronic one-stop software. Most of the records were returned on time to people and businesses, maintaining level 4 public services with 4 procedures (3 procedures in the field of price and public property management, 1 procedure in the field of office information technology) to help people and businesses send and receive results online. The Department fully and correctly implemented the regulations to publicly disclose the results of processing records on the Department's Electronic Information Portal at: taichinh.nghean.gov.vn. In the first quarter, there were no recommendations from businesses and people on administrative reform.

Regarding the coordination of implementing the one-stop-shop and one-stop-shop mechanisms, implementing the province's directives, the Department has reviewed, revised and supplemented the operating regulations, and at the same time, arranged personnel for the Reception and Result Delivery Department with sufficient capacity and moral qualities to receive and return results at the Provincial Public Administration Service Center. The Department has been implementing a number of internal electronic process reviews, 100% of administrative procedures brought to the Provincial Public Administration Service Center have been issued, implemented publicly, and the full set of administrative procedures on the Department's electronic information portal and the province's online public service portal, including 14 new administrative procedures.

Regarding the task of streamlining the apparatus and efficiency, the Department of Finance has continued to review and deploy the project "Organizational arrangement, streamlining the payroll and restructuring the staff to improve the effectiveness and efficiency of operations" issued by the Provincial People's Committee in Decision 1368/QD/2020. From September 2021, the total number of staff present is 78/80 assigned positions. The number of heads and deputy heads of departments is currently 16 people, the proportion of civil servants in professional and technical groups in the total civil servant payroll is currently 64.1% compared to 51.7% in 2018. The number of contract staff is 5. The Department issued a Decision stipulating the functions, tasks and powers of the departments under the Department of Finance and the Financial Consulting Support Center to ensure that the requirements of the assigned tasks are met. Monthly and quarterly, organize periodic collective work to evaluate and give direction on the implementation of administrative reform tasks.

The leader of the Department of Finance said: In 2022, the Department of Finance has developed and proposed to recognize 2 provincial-level initiatives in the field of administrative reform. These are the initiatives: "Some solutions to improve the efficiency of management and use of public assets after merging administrative units and public service units in Nghe An province" and "Research and development of regulations on decentralization of state budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets of local authorities at all levels in Nghe An province in the period 2022-2025".

Currently, in the digital transformation plan until 2025, with a vision to 2030, the Ministry of Finance aims to build e-finance, digital finance based on open data, a digital financial ecosystem that ensures efficiency and comprehensive information security.
