Nghe An Tax Department strives to overcome difficulties

(Baonghean) -Operating in a large area, with up to 10 districts and 1 mountainous town, but with the motto "conquering the trust and satisfaction of customers with dedication and efficiency", over the past 68 years, Nghe An Tax Department has strived tirelessly to join hands to contribute to the development of the industry and the province. Although the economic conditions are still difficult, the province's budget revenue in recent years has increased steadily, that success has the effective contribution of the officers and employees of Nghe An Tax Department.

Remember 2012, the budget collection seemed impossible to reach the target. That could be the year that the revenue did not reach the set plan after decades. As time passed towards the last days of 2012, officials and civil servants of the whole industry were both anxiously waiting for each reported number, and determined in urging debt collection; encouraging businesses, taxpayers, finding additional sources of revenue... Then everyone burst into emotion when, on the last day of the year, the budget collection reached the target. The provincial leaders and the sectors were also extremely surprised, came to congratulate and give bonuses to many businesses, the Tax Department and branches with outstanding achievements.

With the close leadership and direction of the Ministry of Finance, the General Department of Taxation, the Provincial Party Committee, the Provincial People's Committee, along with the spirit of solidarity, collaboration and high responsibility of leaders, cadres and civil servants of the whole sector, the close coordination between localities, sectors, levels, and the consensus of taxpayers, in recent years, the Nghe An Tax sector has achieved many outstanding achievements. The budget revenue in 2011 reached 5,977 billion VND, the highest revenue ever, equal to 173% of the ordinance estimate, 132% of the target estimate, an increase of 32% over the same period; in 2012, domestic revenue reached 5,388 billion VND and in the first 8 months of 2013, domestic revenue reached 3,383 billion VND, reaching 74% of the ordinance estimate.

According to calculations, along with import-export revenue, budget revenue in Nghe An from 2009 to 2011 increased by nearly 1,000 billion VND each year. In 2012, there was a decrease due to economic recession but the budget revenue estimate was still met. Many projects after "bearing fruit" have made great contributions to the provincial budget such as the Saigon - Song Lam Beer Factory Project with an investment of 1,500 billion VND, a capacity of 100 million liters of beer/year, paying nearly 550 billion VND in taxes/year; Hanoi Nghe An Beer Factory with an investment of nearly 600 billion VND, paying nearly 300 billion VND in taxes/year; Ban Ve Hydropower Plant paying over 130 billion VND in taxes/year; Vicem Hoang Mai Cement Factory with nearly 80 billion VND/year...

Up to now, the infrastructure and working conditions of the industry have become more and more spacious. The force of young, qualified officials and civil servants has been strengthened; most of them are proficient in their profession and proficient in using information technology applications in tax management. Professional ethics, sense of responsibility and attitude towards serving the people are increasingly high, the prestige of the industry is increasingly enhanced, creating trust for taxpayers.

Tax management is being carried out in a specialized, professional, regular and modern manner. The annual State budget collection task is always completed and the growth rate is always higher year after year. In particular, in the first 8 months of 2013, although the economy still faces many difficulties, the implementation of Resolution 02 of the Government on solutions to remove difficulties for production and business to support the market has caused a decrease in some revenue sources of the province, but with the efforts of the collective of cadres and civil servants of the Nghe An Tax sector, the State budget has collected over 3,383.8 billion VND, reaching 74% of the Central budget estimate, 69% of the Provincial People's Council budget estimate and equal to 120% compared to the same period in 2012; domestic revenue minus land use fees reached 3,163.7 billion VND, equal to 77% of the Ordinance's budget estimate, 73% of the Provincial People's Council's budget estimate and increased by 24% compared to the same period in 2012.

This year, the propaganda work to support enterprises has been strengthened in a diverse way, such as opening the column "Tax policy Q&A" on Nghe An Radio and Television twice a month, organizing online exchanges with readers on the industry's electronic information page once a month; sending new tax policy documents to the email addresses of enterprises. The industry has seriously implemented Resolution 02/CP of the Government and Circular 16 of the Ministry of Finance on tax exemption, reduction and deferral for hundreds of enterprises with tax amounts of over 150 billion VND.

In addition, it also supports businesses through dialogue and training to remove difficulties and obstacles for businesses regarding administrative procedures and newly amended and supplemented tax policies. In particular, it removes obstacles for businesses regarding the settlement of corporate income tax and personal income tax in 2012... The diverse forms and methods of organizing dialogues have contributed to supporting tax collection management, while reducing pressure between tax authorities and taxpayers, which are highly appreciated by the business community. In the first 8 months of 2013, the whole industry organized 31 dialogue conferences with more than 5,171 participants, with 276 questions raised and satisfactorily answered at the conferences.

The administrative reform work of the industry has received attention. The Tax industry has applied the Quality Management System according to ISO: 9001:2008 standards for many years now. The "one-stop" transaction department has been deployed in 20/22 units (91%). 100% of the software for managing files to receive and return results has been used, ensuring accuracy, full updates, no congestion or delays, creating the best conditions for taxpayers. The results of the first 8 months of the year received 93,195 files, including: Tax registration files: 3,778; Tax declaration files: 58,500; Tax refund files: 751; Tax exemption and reduction files: 15,987; Complaint and denunciation files: 19; Invoice files: 3,492; Tax debt settlement files (freezing, deleting): 805 files.

In addition to performing well the assigned political tasks, in recent years, Nghe An Tax Department has actively participated in the movements of "repaying gratitude", "mutual love" such as: Contributing to the construction of the Truong Son Cemetery memorial house, supporting the people in Na Ngoi commune, Ky Son district; giving gifts to policy beneficiaries on the occasion of War Invalids and Martyrs Day (July 27) every year...

With its achievements and contributions, Nghe An Taxation sector has been recognized by the Party and State with many noble awards for many collectives and individuals such as: First Class Labor Medal, Second Class Labor Medal, Third Class Labor Medal; Certificate of Merit from the Prime Minister; many certificates of merit from the Ministry of Finance; from the Provincial People's Committee...

The remaining budget collection task for the last months of 2013 is very heavy and is predicted to face many difficulties. Promoting the good tradition of the Tax sector, with a creative spirit and high responsibility, the collective of officers and civil servants of the Nghe An Tax sector are determined to carry out their tasks to complete the budget collection target assigned by the province by the end of the year.
