Tax sector strives to collect budget revenue exceeding 5% in 2019
(Baonghean.vn) - Speaking at the online conference of the Tax sector, talking about the budget collection target in 2019, Deputy Prime Minister Vuong Dinh Hue emphasized that the Tax sector needs to consider assigning more positive and higher targets, creating responsibility for the whole sector to strive.
On the morning of January 10, the General Department of Taxation held an online conference to deploy tax tasks in 2019 with 63 connecting points nationwide. Attending the conference were comrades: Vuong Dinh Hue - Member of the Politburo, Deputy Prime Minister; Dinh Tien Dung - Member of the Party Central Committee; Minister of Finance.
Budget revenue increased by more than 12% compared to 2017
In 2018, tax authorities at all levels from the central to local levels have implemented synchronous tax management measures, strictly controlled revenue sources, strengthened the fight against revenue loss, and recovered tax arrears, along with promoting administrative procedure reform, creating favorable conditions for taxpayers. Along with creating favorable conditions for taxpayers, tax authorities have stepped up the urging of declarations and resolutely punished taxpayers for late submission of tax declarations. The rate of fines for late submission of tax declarations has increased significantly; in 2018, the number of fines for late payment increased by 177% compared to 2017, with the fine amounting to over 113 billion VND, an increase of 48% compared to 2017.

The management of VAT refunds, tax debt management, improving the quality of tax inspection and examination, modernizing the tax system, etc. continue to be strengthened. Thanks to that, the tax work in 2018 has achieved important results.
The report of the General Department of Taxation shows that: In 2018, the state budget collection task of the tax system was assigned 1,070,200 billion VND, the collection result of the General Department of Taxation reached 1,146,933 billion VND, equal to 107.2% of the estimate, equal to 112.3% compared to the implementation in 2017.
Overall, most localities completed and exceeded the legal budget (61/63 localities). Of which, 48/63 localities exceeded the budget by 7.3%, while 2 localities did not complete the budget due to objective reasons, namely Binh Duong and Dong Nai. Most localities increased revenue compared to the same period, of which 24 localities had high revenue growth of 15% or more.
In Nghe An, the total domestic revenue in 2018 reached 12,230 billion VND, equal to 114% of the central budget estimate, 107% of the provincial People's Council budget estimate and 109% over the same period.
Determining that the results of 2019 will be a great driving force for the whole period, contributing greatly to the 5-year plan 2016 - 2021, the General Department of Taxation strives to exceed 5% of the state budget collection task assigned by the National Assembly, the Government and the Ministry of Finance, which is 1,168,100 billion VND, of which crude oil is 44,600 billion VND and domestic revenue is 1,123,500 billion VND.

In their reports at the conference, representatives of tax departments of provinces and cities: Hanoi, Da Nang, Quang Ninh... presented some results of budget collection in 2018 and solutions to implement tasks in 2019; at the same time, they proposed a mechanism to authorize department heads to sign decisions to reduce the workload and increase human resources for local tax departments...
The industry needs to assign higher targets.
Speaking at the conference, Deputy Prime Minister Vuong Dinh Hue highly appreciated the budget collection results in 2018, surpassing both the central and local levels, contributing positively to the overall growth of the economy. That result recognized the efforts of the Tax sector nationwide.
Tax is the main source of state budget revenue, therefore, to complete the state budget collection task in 2019, the sector needs to synchronously deploy collection solutions. Timely and effectively implement the Government's directive measures on implementing Resolution 01 and Resolution 02 on key solutions to stabilize the macro-economy, drastically reform administration, encourage innovation, start-ups, develop enterprises, and promote economic growth.

The Tax sector needs to advise on amending obstacles, reforming tax administrative procedures, reviewing decrees, circulars, and guiding documents, thereby improving the quality of management work and creating convenience for taxpayers.
The Deputy Prime Minister also requested the industry to accelerate the process of reforming and modernizing the tax system, continue to review and reform tax administrative procedures. Strengthen inspection and control solutions to prevent tax losses; effectively implement the anti-corruption program, practice thrift and combat waste, and internal management work.
