Highlights included the development of legal documents, regimes and policies; Management of planning, technical infrastructure and urban development; Management of construction activities and construction quality; Management of housing and real estate market. In 2013, the industry's growth rate reached 2.2%, the construction production value (at 2010 fixed prices) reached 22,638.50 billion VND (up 3.06% over the same period). The total mobilized capital for basic construction was 31,729 billion VND, on the plan of 31-32 thousand billion VND. In the past year, the administrative reform work has always been paid attention to and strongly directed by the Department's leaders in receiving and processing documents to minimize the processing time and quality of work, so the Department has received 8,634 documents and has processed, resolved, and issued 2,943 documents. The one-stop shop and inter-connected one-stop shop have received 1,556 documents of all kinds; processed 1,499 documents, the rest are in the process of being resolved.

Regarding the work of advising on the issuance of legal documents and mechanisms and policies: The Department has focused on advising on the issuance of legal documents, the quality of legal documents has been improved, contributing significantly to improving the effectiveness and efficiency of state management. In 2013, the Department advised the Provincial People's Committee to issue 8 important legal documents in various fields to limit loss and waste, improve the quality of works and the efficiency of using investment capital; strengthen the control of urban development according to planning and plans; attach the task of removing difficulties for the real estate market... Currently, the Department is drafting to advise the Provincial People's Committee to issue: Decision to adjust and supplement the Zoning Plan for exploration, exploitation and use of minerals as common construction materials in Nghe An province until 2020 (replacing Decision No. 42/2010/QD-UBND dated July 27, 2010); Regulations on management of drainage and wastewater treatment activities in urban areas and industrial zones in Nghe An province; Consulting on the implementation of Decree No. 11/ND-CP of the Government on management of urban development investment; Perfecting the organization and operation of construction inspection according to Decree No. 26/ND-CP of the Government.

According to the decentralized authority, the Department has issued many documents directing, guiding, urging, and organizing the implementation of the State's legal documents such as: Guidance on adjusting the estimated cost of the Vietnam - Laos border marker section through Nghe An province and the construction estimate according to the new regional minimum wage prescribed in Decree No. 103/ND-CP of the Government; Strengthening the management of construction quality and ensuring labor safety and hygiene at construction sites; Rectifying the situation of project management activities in Nghe An; Strengthening the inspection of the implementation of the project to eliminate manual brick kilns and develop unburnt construction materials in Nghe An province in 2020; Quarterly construction price index and construction material price index in 2013; Implementing Decree 15/ND-CP of the Government and guiding Circulars of the Ministry of Construction on construction quality management; provide guidance on some contents on inspection of acceptance work before putting completed works into use; propose solutions to remove difficulties and obstacles for real estate businesses; allow the conversion of some commercial housing projects into social housing projects and propose to lend preferential interest rates to social housing projects according to Resolution 02/NQ-CP of the Government...

The work of urban planning has been focused on and has many innovations; the work of managing and controlling urban development according to planning and plans has had positive changes, gradually ensuring harmonious urban development. The Department has focused on directing the innovation and improvement of the quality of urban planning work. The Department advised the People's Committee to issue Decision No. 28/2013/QD-UBND dated May 20, 2013 on the Regulations on assignment and decentralization of construction planning management in the province (replacing Decision No. 3540/QD.UB.CN dated September 27, 1996) and advised the province to select a foreign consulting contractor (Nikkensakkei Japan) to prepare and adjust the Master Plan for Vinh City construction for the period up to 2030, with a vision to 2050. Directly instruct the consulting contractor in preparing and adjusting the Plan in accordance with the orientation of Resolution No. 26-NQ/TU dated July 30, 2013 of the Politburo to develop Vinh City into the center of the North Central region. Well perform the task of advising on state management in the field of planning management of construction works. Advise the province to issue Decision No. 494/QD-UBND.DTXD dated February 4, 2013 on Solid waste management planning in Nghe An province, period up to 2020; Orientation for drainage development, collection and treatment of urban wastewater, industrial parks, industrial clusters and hospitals in Nghe An province up to 2020, vision to 2030...

In recent times, the management of construction investment has been strengthened, contributing positively to limiting loss and waste in construction investment, improving the quality of works and using investment capital. In 2013, 753 files of all kinds were processed, 219 files were appraised for the issuance of certificates of practice of construction contracts and 174 certificates were issued. Through appraisal, many inappropriate estimates were cut with a total value of about 87 billion VND (equal to 13.6%). Successfully completed the direction of construction and quality control of the 460 milestone at Thanh Thuy Border Gate. In particular, the Provincial People's Committee has advised the Provincial People's Committee on the model of the District-level Construction Management Board in accordance with the State's regulations and the reality of each locality. A survey is being carried out on the suitability and effectiveness of the Project Management Board model at the departments and branches to advise the Provincial People's Committee on a suitable project management model. Carrying out the tasks assigned by the Provincial People's Committee, the Department has presided over the inspection of 103 investment projects according to the following contents: Investment certificate; Total approved project investment; Land area according to approved planning; Area subject to land use fee payment; Amount of land use fee payment; Amount paid to the State budget; Construction investment procedures; Actual investment volume implemented and preliminary assessment of project implementation, to advise the Provincial People's Committee on handling plans...

Housing development work is increasingly meeting the housing needs of the people, especially the poor and low-income people with housing difficulties. In order to further assign and decentralize to the district-level authorities, the Department of Construction has advised the Provincial People's Committee to issue Decision No. 92/2013/QD-UBND dated December 30, 2013 on Regulations on granting construction permits in Nghe An province (replacing Decision No. 119/2009/QD-UBND dated December 24, 2009 of the Nghe An Provincial People's Committee). Advised the Provincial People's Committee to approve the Housing Support Project for People with Meritorious Services to the Revolution (according to Decision No. 22/2013/QD-TTg of the Prime Minister) to support 24,778 subjects (12,703 new houses, 12,075 houses repaired) with a total amount of support up to more than 749 billion VND (currently more than 18 billion VND has been arranged). In 2013, advised the Provincial People's Committee to allow the conversion of 3 commercial housing projects to social housing and the Ministry of Construction included 5 social housing projects in the list of preferential loans with a total loan capital of 330 billion VND. Currently, there are 2 social housing projects under construction and 3 projects are completing construction investment procedures. Directing housing support for the poor in rural areas, by the end of 2013, 28,161 houses had been supported with a total budget support of over 225 billion VND.

In 2013, the support of 100 flood shelters for the poor was also completed. Regarding student housing: In addition to the project that has been put into use, the remaining 3 student housing projects of the province (invested from government bond capital) have all been basically completed and put into use since the beginning of 2014, providing accommodation for more than 7,000 students. 63/135 old dormitories in Vinh City have been resolved, 48 are being resolved and will be completed in 2015; Housing sales according to Decree 61/CP of the Government at Quang Trung Apartment Complex, Vinh City: Completed the issuance of Certificates of house ownership for 1,246/1,259 units (reaching 98.96%). In recent years, the granting of construction permits and management of construction order according to permits in the province have gradually become routine. In 2013, 139 construction permits for works and individual houses were appraised and granted according to the decentralization of the Provincial People's Committee.

Regarding the management of construction prices and compensation for land acquisition, the sector advised the Provincial People's Committee to issue new construction unit prices for houses and architectural structures serving the work of compensation, support, and resettlement when the State reclaimed land in 2014 in the province (Decision No. 91/2013/QD.UBND-CN dated December 30, 2013) in a timely manner, close to market prices, creating favorable conditions for the implementation of compensation for land acquisition for projects. Announce construction material prices and construction price indexes on a quarterly basis, close to market prices, serving the preparation and adjustment of total investment, estimates, bid package prices, and construction contract prices. This is a very good basis for managing construction investment costs, contributing to accelerating the progress and quality of project implementation; Instructing the adjustment of construction estimates for works in the province according to the new regional minimum wage stipulated in Decree No. 103/ND-CP of the Government; Instructing investors and project management boards to handle a number of specific issues related to construction prices, changes in transportation distance and road level, contract price adjustment, estimate adjustment according to construction price index and construction price management... Managing the work of granting bidding licenses to foreign contractors strictly, in accordance with regulations, but not allowing congestion to affect the attraction of foreign investment in the province.

Thanks to the innovation in management and timely direction of the Department of Construction, in 2013, the management of construction material development was strengthened, complying with planning, closely following market demand, maintaining market stability of major construction materials, promoting the development of unburnt construction materials; Inspection and examination of construction investment and construction quality assurance were promoted, promptly detecting, handling or recommending competent authorities to handle negative phenomena, losses and waste in construction investment; The work of resolving complaints and denunciations was timely; The implementation of key programs (Cement development program, development of unburnt construction materials) had many positive changes, creating high efficiency.

After 55 years of establishment and development, in 2013, Nghe An Construction industry was honored to be awarded the Third Class Independence Medal. This is a great reward that the Party, State and Government bestowed on Nghe An Construction industry. Promoting that achievement, in 2014, the Construction industry strives to achieve the following targets: GDP growth rate of 8.280% compared to 2013. Production value (at 2010 fixed prices): 24,378 billion VND... To achieve that goal, the Construction industry sets out a number of key tasks: Completing draft documents to advise the Provincial People's Committee to promulgate and organize the implementation of: Regulations on management of drainage and wastewater treatment in urban areas and industrial zones in the province; Organizing the implementation of Decree No. 11/ND-CP of the Government on management of urban development investment; Strengthening the organization and operation of construction inspection according to Decree 26/ND-CP; Implementing the establishment of detailed planning for the construction of key functional areas of the Northern Nghe An region linked to the Southern Thanh - Northern Nghe region, the Southern Nghe An region linked to the Southern Nghe - Northern Ha region and reviewing and developing a project to build key infrastructure in Nghe An province by 2020 in the field of urban infrastructure (Action program to implement Resolution 26/NQ-BCT of the Politburo).

Organize the implementation of Decision No. 28/2013/QD-UBND dated May 20, 2013 of the Provincial People's Committee on promulgating the Regulations on assignment and decentralization of construction planning management in the province; Advise on the implementation of Decision No. 68/2013/QD-UBND dated December 27, 2013 of the Provincial People's Committee on promulgating the Regulations on assignment and decentralization of state management of construction quality in the province; Organize the implementation of Decision No. 92/2013/QD-UBND dated December 30, 2013 of the Provincial People's Committee on promulgating the Regulations on granting construction permits in the province; Speed ​​up the implementation of the project to eliminate manual brick kilns and develop unburnt bricks; Implement well the progress of eliminating dilapidated collective housing areas; Complete the preparation and submission to the Ministry of Construction for appraisal and the Prime Minister for approval of the project to establish and adjust the Vinh City Master Plan for the period up to 2030, with a vision to 2050. Implement the announcement and good management of the plan after it is approved by the Prime Minister; At the same time, complete the preparation, adjustment and supplementation of the Zoning Plan for exploration, exploitation and use of minerals as common construction materials in Nghe An province until 2020.

Along with those key tasks, the Construction sector has proposed the main solutions to be implemented in 2014: Strengthening the state management function and the inspection and examination of construction activities in assigned fields; Strengthening inspection, propaganda, and guidance for organizations and individuals to properly implement regulations in sand and gravel exploitation. Enhancing responsibility in the process of managing construction investment, quality management, and speeding up project appraisal, appraisal of basic designs, planning, etc. Continuing to promote administrative reform, especially implementing the "One-stop" and "One-stop" mechanism; improving the effectiveness and efficiency of state management; implementing democratic regulations and preventing corruption. Continue to review all housing development projects in the province to classify projects that can be continued, projects that need to be suspended, projects that need to adjust the structure and housing types to advise the Provincial People's Committee to handle real estate inventory. Advise the Provincial People's Committee in removing obstacles for the projects Hoang Mai 2 Cement, Tan Thang Cement, Do Luong Cement. Continue to support businesses in accessing premises, create conditions for businesses in determining locations for production and business premises, etc.
