Nghe An Health Sector implements tasks for 2025.
In 2024, the Nghe An Health sector successfully fulfilled its assigned tasks. Significant achievements continued to be made in the field of public health care.
On the morning of January 15th, the Nghe An Department of Health held a conference to summarize healthcare work in 2024 and to implement tasks for 2025.
Comrade Bui Dinh Long – Vice Chairman of the Provincial People's Committee – attended and delivered a speech at the conference; also present were representatives from the Provincial Party Committee's Propaganda Department; the Provincial Party Committee Office; the Culture and Social Affairs Committee of the Provincial People's Council; the Party Committee of the Provincial Agencies Bloc; departments, agencies, and localities in the province; and health units in the province.
Many new achievements
In 2024, the medical fieldcellNghe An province has successfully fulfilled its assigned tasks. The field of public health care continues to achieve many important accomplishments. Accordingly, directives, resolutions, projects, and documents from higher levels have been promptly and effectively advised, directed, and implemented by the sector. Eleven out of twelve key targets set by the sector have been met or exceeded; five out of five targets of the Resolution of the 19th Congress of the Nghe An Provincial Party Committee, term 2020-2025, have been completed or exceeded; and six out of six targets assigned by the Provincial People's Council have been met or exceeded.
Notably, in terms of professional practice, there were no major infectious disease outbreaks in the province. The total number of medical examinations and treatments at healthcare facilities during the year was over 7,000,000, an increase of more than 23,000 compared to 2023. The total number of inpatient treatments was over 846,000.
Medical facilities have implemented many advanced and specialized techniques, especially at the central level. Many new and specialized techniques have been implemented at the district level... The Nghe An Oncology Hospital has been assigned by the Ministry of Health as the highest-level technical and professional medical facility in the North Central region. The Nghe An Friendship General Hospital has been recognized by the Ministry of Health as qualified to perform liver transplantation from living donors and brain-dead donors.
Over the past year, the health sector has also effectively promoted the application of information technology in healthcare administration and management. Currently, 12 hospitals and medical centers in the province have implemented electronic medical records. The rate of cashless payments at hospitals throughout the sector has reached 48.38%. 97% of the population has electronic health records.
Besides the achievements, the health sector still faces many challenges and obstacles. These include: the unresolved shortage of medicines, medical supplies, and equipment; the failure to provide timely and quality medical examination and treatment for patients in some units and facilities; and the difficulties in fulfilling the tasks of primary healthcare and preventive medicine.
The quality of governance, management, and operation of hospitals and medical facilities, as well as the service attitude of some facilities, has at times and in some places not met the requirements. Implementing autonomy in hospitals and medical centers still faces many difficulties, especially regarding the human resources issue. Some projects are still delayed and have not yet been put into operation...
At the conference, delegates focused on analyzing and evaluating the achievements, shortcomings, and tasks of the sector and its units in the coming period. These included key tasks under three pillars: management and operation of the sector and its units; preventive work; and medical examination and treatment.
Focus on removing obstacles for healthcare facilities.
Based on the opinions expressed,healthcare sectorThe government has set goals, directions, and tasks for 2025 along with 13 groups of solutions to implement these tasks, namely: Strengthening the effectiveness of state management in health; continuing to improve the quality of professional activities in medical examination, treatment, and disease prevention at all levels; preventing disease outbreaks and widespread transmission; strictly controlling and ensuring food safety; effectively implementing population work; ensuring sufficient supply of medicines, medical supplies, vaccines, and biological products to meet the needs of medical examination, treatment, disease prevention, and safe and rational use of medicines.
Strengthening the innovation of operational mechanisms, implementing autonomy in the organization, human resources, and finances of healthcare, and actively promoting healthcare socialization to increase investment resources for healthcare; accelerating administrative reform and applying information technology in medical examination, treatment, and health insurance payments.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long commended and acknowledged the achievements of the Health sector in 2024. Agreeing with the direction and 13 groups of solutions proposed by the Health sector, Mr. Bui Dinh Long requested that the Department of Health conduct a comprehensive review of difficulties and shortcomings, and focus on resolving bottlenecks and challenges faced by health units, particularly regarding the bidding process for medicines and medical supplies.
The Department of Health needs to advise the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on necessary mechanisms and policies to effectively serve the development of the health sector and the cause of protecting and caring for the health of the people. Initially, it should advise on the restructuring of units according to Resolution 18. The Department of Health also needs to effectively evaluate the performance of units and localities in providing healthcare to the people, and report promptly to the province.
Districts, cities, and towns need to continue to prioritize and support investment in healthcare development in their localities; coordinate with the health sector to effectively implement food safety, population, family planning, and management of private medical and pharmaceutical practices.
Healthcare units need to continue improving environmental hygiene, building green, clean, and beautiful healthcare facilities; doing a good job of management, improving hospital quality; fully implementing the list of medical examinations and treatments, and developing high-tech techniques. Each unit needs to set specific goals for development; each year should add a new area or a new highlight.
