On January 23, the Congress worked at the Hall, continued to discuss the documents of the 12th Congress and listened to the report of the 11th Central Executive Committee on personnel work of the 12th Central Executive Committee.

Previously, comrade Le Hong Anh, Politburo member, Standing member of the Secretariat, Head of the Organization Subcommittee serving the 12th National Party Congress, gave an interview to VNA about the personnel standards for the 12th Central Executive Committee.

4 requests for the new Central Committee

Comrade Le Hong Anh said that to build the 12th Party Central Committee, the 11th Party Central Committee set out 4 requirements:

The 12th Party Central Committee must truly be a united, clean, strong collective, with unity of will and action, with firm political will, pure moral qualities, steadfast in the goals of independence, democracy and socialism, a rich people, a strong country, democracy, fairness and civilization; have strategic vision; have intelligence, innovative and creative thinking; represent the entire Party in terms of fighting spirit and discipline; be closely attached to the people, gather solidarity and unity within the entire Party and the entire people; have enough prestige and capacity to lead the country in the new stage of development.

- Have a reasonable number and structure to ensure comprehensive leadership, increase the number of Central Party Committee members in important positions, locations and fields of work.

- Ensure continuity and continuous development.

- The introduction of personnel, in general, must be based on the planning of the Party Central Committee, the Politburo, the Secretariat and key leadership positions of the Party and State for the 2016-2021 term and subsequent terms; upholding principles, regulations, and rules, promoting responsibility, democracy, publicity, transparency, and objectivity in the introduction, evaluation, and selection of personnel to participate in the Party Central Committee, the Politburo, the Secretariat and key leadership positions of the Party and State; opposing manifestations of opportunism, ambition for power, manipulation, localism, factions, group interests, etc.; being vigilant against plots of hostile forces to sabotage and cause internal turmoil.

Standards for members of the 12th Central Committee

At the same time, the criteria are stipulated: Members of the 12th Party Central Committee must be exemplary comrades of the Party in terms of political mettle, moral qualities and working capacity; ensuring the general criteria of cadres according to Resolution 3 of the 8th Party Central Committee on Cadre Strategy in the period of promoting industrialization and modernization of the country; at the same time, focusing on 3 groups of criteria:

- Have a deep patriotism, have a strong political stance, be steadfast in the goal of national independence and socialism; be absolutely loyal to Marxism-Leninism, Ho Chi Minh thought, the Party's Platform and guidelines, the State's Constitution and national interests; have a high fighting spirit, be exemplary in implementing the Party's principles and discipline, match words with actions, be closely attached to the people, dare to face difficulties and challenges, and be resolute in action.

- Have moral qualities and a pure, exemplary lifestyle, trusted by cadres, party members and the masses; have a high sense of responsibility, be dedicated to work; not be corrupt, bureaucratic, opportunistic, selfish, or power-hungry; and resolutely fight against negative manifestations, bureaucracy, and corruption; not let spouses, children, or relatives take advantage of their positions for personal gain; be conscious of maintaining solidarity and unity within the Party, be exemplary in implementing the Party's assignment of work and organizational and disciplinary principles, especially the principles of democratic centralism, self-criticism and criticism; be fair and just in evaluating and using cadres.

- Have intelligence, vision, strategic thinking and comprehensive knowledge to participate in planning guidelines, policies and collective leadership of the Party Central Committee; have the capacity to concretize and lead, direct and organize the successful implementation of the Party's guidelines, policies and tasks, and the country's development strategy in the new period in the assigned field and area of ​​work; through practice clearly demonstrate that one is creative, enthusiastic, works effectively, dares to think, dares to do, dares to take responsibility; unites, gathers and promotes the team of cadres in the assigned field and area; has awareness, responsibility and ability to participate in discussions and contribute to the common decisions of the Party Central Committee; is healthy enough to complete the task.

In addition to the above criteria, in this term, the 11th Party Central Committee frankly stated that it would not allow people with one of the following shortcomings to enter the 12th Party Central Committee.

- Unsteady political stance; not steadfast in the Party's line and viewpoint; showing signs of political opportunism, ambition for power, flattery, lobbying, corruption, bureaucracy, localism, personal advocacy, factionalism, group interests; lacking in opinions, not daring to fight to protect the right.

- Violating the principle of democratic centralism, demagogy, authoritarianism, and arbitrariness; unfairness and injustice in evaluating and using cadres, and suppressing those who openly fight and criticize.

Responsible for serious internal disunity or corruption, loss, and major negative incidents in the locality or unit.

- Not willing to research, learn, conservative, stagnant, ineffective work, saying does not match doing; poor sense of discipline, not following the organization's mobilization and assignment, reduced reputation.

- Untruthful declaration of assets, showing signs of getting rich quickly, having many houses, many lands, many other assets without clearly explaining the origin; oneself or spouse, children have an exemplary lifestyle, taking advantage of power for personal gain.

- There are unclear issues about political history or current politics.

The new Central Committee is expected to have 200 members.

To ensure comprehensive leadership, the 12th Party Central Committee needs to have a reasonable structure to assign responsibilities to areas of Party work, the Fatherland Front, socio-political organizations, key State agencies at the central and local levels, and the armed forces. However, on the basis of ensuring standards, it is not necessary that every locality, field, or industry must have members of the Party Central Committee.

Based on calculations to ensure comprehensive leadership, the 12th Party Central Committee is expected to have 200 members, including 180 official members and 20 alternate members (the 11th term has 175 official members and 25 alternate members); the number of re-elections is expected to be about 55-60% (renewal is about 40-45%).

To ensure succession and development, the 12th Party Central Committee needs to have a structure of 3 age groups, in which under 50 years old is expected to be 15-20%; from 50-60 years old is expected to be 65-70%; over 60 years old is expected to be 5-10%; in which, comrades participating in the Party Central Committee for the first time need to be old enough to participate in 2 terms, at least old enough to participate in 1 entire term. Strive to build a structure with a proportion of female cadres of over 10% (term XI is 8.13%), young cadres under 40 years old from 4-6% (term XI is 2.2%), cadres who are ethnic minorities from 9-10% (term XI is 8.75%); In addition, there is a structure of a number of scientists, artists, leaders of a number of large state-owned corporations and groups who are qualified and eligible to participate. This is also a new feature in the personnel work of the 12th Party Central Committee, term 2016-2021.
