November 9th of every year is the Law Day of the Socialist Republic of Vietnam.
On the morning of September 27, within the framework of the second session, the National Assembly Standing Committee listened to Minister of Justice Ha Hung Cuong, authorized by the Prime Minister, present the draft Law on Dissemination of Legal Education.
The Draft Law affirms the general policy that the State ensures necessary resources for the dissemination of legal education; at the same time, there is a specific policy to support funding for the dissemination of legal education for localities that have not yet balanced their budgets; priority is given to supporting the dissemination of legal education in ethnic minority areas, mountainous areas, islands, remote areas, and areas with special difficulties.
The draft law proposes to make November 9th every year the Law Day of the Socialist Republic of Vietnam to honor the law and educate the awareness of the rule of law among officials, civil servants, public employees, people and businessmen. This is the day the 1946 Constitution was promulgated - the first fundamental law of our State.
The report on the review of the draft Law on Dissemination of Legal Education was also presented by Chairman of the Law Committee Phan Trung Ly at the meeting. Mr. Phan Trung Ly said that the Law Committee approved the promulgation of the Law on Dissemination of Legal Education; however, there were also concerns about the necessity of promulgating this law, because many current legal documents have provisions on dissemination of legal education, in which the responsibility for disseminating legal education is assigned to many specific agencies. "Moreover, according to the report of the drafting agency, there has not been any country in the world that has issued a separate law on dissemination of legal education," the Chairman of the Law Committee added.
Regarding the proposal to make November 9th every year the Law Day of the Socialist Republic of Vietnam, the Law Committee expressed its approval, while also emphasizing that the dissemination of legal education must be a regular, daily activity, not a movement. Therefore, this day should not be celebrated in an expensive way.
