On June 9, the Ministry of Culture, Sports and Tourism met to revise the circular 'banning' beauties from taking nude photos.
Deputy Minister Vuong Duy Bien will meet with relevant units to amend Circular 01/2016/TT-BVHTTDL issued on March 15, 2016.
This is a circular providing detailed instructions on the implementation of Decree 15/2016/ND-CP amending and supplementing a number of articles of Decree 79/2012/ND-CP, regulating art performances, fashion shows; beauty and model contests; circulation and trading of audio and video recordings of music, dance and theater, effective from May 15, 2016.
In particular, Article 3 of Circular 01 stipulates: performers, fashion show performers, beauty contest winners, and models are not allowed to "Take photos or record personal images without costumes or use offensive costumes or makeup and unintentionally or intentionally disseminate or circulate on telecommunications networks".

This content has caused reactions and concerns for many photographers as well as beauties, models..., especially the regulation on "banning" taking "nude" photos...
Therefore, Deputy Minister Vuong Duy Bien will meet to collect opinions from relevant units to amend and fill legal loopholes in the content of Circular 01.

Article 3. Acts of performing artists, fashion show performers; people who win titles in beauty contests, models are not allowed to perform, disseminate, or circulate (stipulated in Clause 2, Article 1 of Decree No. 15/2016/ND-CP)
1. The following acts are not allowed to be performed by performers, fashion show performers, and people who have won titles in beauty contests or modeling contests:
a) Taking photos or recording personal images without clothing or using offensive clothing or makeup and intentionally or unintentionally disseminating or circulating them on telecommunications networks;
b) Taking photos, recording audio, or video of collective or individual performances that violate the provisions of Article 6 of Decree No. 79/2012/ND-CP dated October 5, 2012 of the Government and intentionally or unintentionally disseminating or circulating them on telecommunications networks;
c) Committing actions or statements that are inconsistent with Vietnamese values, social ethics, customs, and cultural traditions, violating the provisions of the law, and unintentionally or intentionally disseminating them on the media or in society, causing negative consequences.
2. The Appraisal Council established under the provisions of Circular No. 15/2013/TT-BVHTTDL dated December 24, 2013 of the Minister of Culture, Sports and Tourism is responsible for concluding and assessing the nature and seriousness of the acts committed by performers, fashion show performers; winners of beauty contests and models and proposing to competent authorities to apply sanctions in accordance with the provisions of law./.
According to VOV
