Tomorrow, January 22, the Ministry of Education and Training will hold a conference on the 2013 examination and enrollment work at 6 locations across the country. These locations are Hanoi, Thai Nguyen, Vinh, Da Nang, Ho Chi Minh City and Can Tho.

The 2013 Admissions Conference is for university and college principals to discuss new admission issues and overcome limitations and difficulties in the previous admissions season. Based on the opinions discussed at the Conference of University and College Principals and the conclusion of the Minister of Education and Training, the Ministry will propose directions and tasks for university and college admissions in 2013.



Many new points in 2013 enrollment will be discussed and decided at the enrollment conference tomorrow, January 22.


Reduce the quota of the education sector

According to the leaders of the Ministry of Education and Training, the 2013 regular university and college entrance exams will basically remain stable according to the "3 common" solution as in previous years.

In order to ensure training quality, the Ministry of Education and Training said that for schools under the Ministry, in 2013 and the following years, it will not increase the training quota for regular universities and colleges, and at the same time, adjust the quota structure between sectors in the direction of reducing training expenditures for groups of economic - financial, business administration, and increasing the quota for groups of engineering - technology, agriculture - forestry, medicine and pharmacy, and arts.

The expected training enrollment targets for the entire industry and schools under the Ministry in 2013 are as follows: Full-time university system is 133,000 (132,819 targets in 2012), of which the pedagogical target is reduced (16,000 in 2013 compared to 20,000 targets in 2012).

According to the leader of the Ministry of Education and Training, the gradual reduction in pedagogical quotas is due to the current surplus of teachers and will continue to be adjusted in the coming years based on a re-evaluation of the current situation of the teaching staff compared to the needs.

The quota for regular university and college transfer is determined to be at most 20% of the corresponding regular university and college quota. The quota for training VLVH, transfer, and second degrees in the form of VLVH continues to be determined to be at most 50% of the regular quota. For pedagogical schools, in order to implement the training to upgrade teacher standards, there must be a project clearly defining the need to upgrade teacher standards. There will be no intermediate vocational training in VLVH at affiliated university educational institutions in 2013.


Universities continue to reduce enrollment quotas for intermediate vocational training according to a roadmap of 20% reduction per year, while affiliated schools plan to reduce intermediate vocational training quotas at a faster pace and end intermediate training before 2017.


Tighten connectivity, limit opening of Banking and Finance sector

The new point in enrollment this year is the implementation of new regulations on joint training. Accordingly, those who have graduated from vocational colleges, vocational colleges, vocational colleges, and colleges after 36 months from the date of graduation to the date of application for college or university level must take an exam in 3 subjects: basic subjects, industry foundation, and major (or vocational practice). Those who have graduated from less than 36 months from the date of graduation to the date of application for college or university level must take an exam in cultural subjects and aptitude according to the exam block of the major the candidate registered for joint training in the regular college and university entrance exam organized by the Ministry every year. This Circular takes effect from February 7, 2013.

In 2013, the Ministry of Education and Training temporarily stopped granting new licenses for Finance and Banking sectors becauseThe number of schools training in these fields is very large, many times exceeding the actual needs of the economy. The whole country currently has nearly 1,000 training institutions in accounting, finance, banking, and business administration. The number of students studying these fields accounts for about 1/3 of the total number of students in the country. According to the announcement of the Institute of Human Resources in Finance and Banking, in the next 4 years, the number of finance and banking students who cannot find jobs will be about 13,000 people.


Universities and colleges in groups H, N, S will not organize Literature exams.

According to the Project on regular university and college entrance exams for cultural and artistic schools that the Ministry of Education and Training has just announced, for schools that enroll students in cultural majors (group C), admission will only be based on the exam results according to the common exam questions of the Ministry of Education and Training.

For schools that enroll in Arts majors (blocks H, N, S): Literature will be considered for admission based on the results of the high school graduation exam and the total score of 3 years of high school.

The gifted subjects are decided by the principals of the schools. To organize the exams for these gifted subjects, the principals of the schools shall prepare a project to submit to the Ministry of Culture, Sports and Tourism for approval, and report to the Ministry of Education and Training before January 31, 2013.

Along with the admission conference are the 2013 Higher Education Conference and the Conference on implementing the Education Development Strategy 2011 - 2020, implementing the Conclusion of the 6th Central Conference, 11th term.
