October 3, 1914:Date of birth of General Le Trong Tan (died in 1986). He held the following positions: Member of the Party Central Committee, member of the Standing Committee of the Central Military Party Committee, Deputy Minister of National Defense, Chief of the General Staff of the Vietnam People's Army, and National Assembly delegate.

October 3, 1945:President Ho Chi Minh issued Decree No. 41, bringing the Department of Astronomy and Phu Lien Observatory under the Ministry of Public Works and Transport under the name of the Department of Meteorology, marking the historical event of bringing meteorological agencies under the Government of the Democratic Republic of Vietnam, giving birth to the Vietnam Meteorological and Hydrological Sector.
