1. Successfully organize the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

On May 22, 2016, the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term in the province was a great success, ensuring democracy, compliance with the law, safety, and economy, truly a festival for all people. The voter turnout was high, reaching 97.68%. Voters in the whole province elected the full number, structure, and composition of deputies to the 14th National Assembly with 13 members; deputies to the Provincial People's Council with 91 members; 791 deputies to the District People's Council and 12,415 deputies to the Commune People's Council.

As the first year of implementing the 5-year socio-economic development plan 2016-2020, the Resolution of the Party Congresses at all levels for the 2015-2020 term, continuing to implement Resolution No. 26-NQ/TW of the Politburo with enthusiasm, determination to strive and compete vigorously, Nghe An has completed 25 main targets. In particular, the growth rate of gross regional domestic product (GRDP) in 2016 is estimated at 7.5%, higher than the average growth rate of the whole country (estimated at 6.3-6.5%). GRDP per capita according to the new calculation method in 2016 is estimated at 28.54 million VND.

In 2016, Nghe An was one of the leading provinces in the country in terms of the number of communes meeting new rural standards with 151 communes having decisions to meet the standards (including 02 disadvantaged communes in district 30a meeting new rural standards, namely Thach Giam commune and Tam Thai commune, Tuong Duong district), accounting for 35.03%, higher than the national average (23%); there was 01 district-level unit completing the construction of new rural areas (Thai Hoa town).

4. Inauguration and commencement of many major projects:

Several important projects have been inaugurated and put into use such as: Yen Xuan bridge, Muong Thanh - Hoang Mai hotel, Muong Thanh - Con Cuong, Vinatex Hoang Mai garment factory, opening of National Highway 1A - Nghia Dan - Thai Hoa, etc. Many projects have been inspected and urged to speed up progress such as: D4, N5 roads, N5 - Do Luong connecting road, Vinh urban infrastructure development (WB), Northern irrigation (JICA), VSIP Nghe An, Song Lam Cement Factory, Vinpearl Cua Hoi hotel complex, entertainment area, resort villas... Starting the Cua Hoi bridge project across Lam river, Nghe An and Ha Tinh provinces.

5. Actively promote domestic and foreign investment

2016 marked Nghe An's efforts in participating in and organizing investment promotion activities abroad with key and in-depth partners such as Hemaraj Group (Thailand), Vingroup, Korean and Japanese investors... In particular, during the year, 120 new projects were granted and adjusted, with a total registered investment capital of more than VND 30,955 billion. By November 30, 2016, 1,773 new business registration certificates were granted, an increase of 15% over the same period, with an average registered charter capital of about VND 3.7 billion/enterprise.

In 2016, employment was created for 37,860 workers (101% of the plan), of which 12,625 workers were exported. The quality of vocational training was improved, Nghe An won 2 first prizes, 1 second prize and 2 third prizes at the 2016 National Self-made Training Equipment Conference. The rate of trained workers increased from 55% in 2015 to 57% in 2016. The estimated poverty rate was 9.5% (down 2.6% compared to the end of 2015); the near-poor rate decreased to 9.85%; social security in the area was ensured.

7. PAPI index increased by 12 ranks

According to the announcement of the United Nations Development Program (UNDP) on April 12, 2016, in 2015, Nghe An's PAPI index (provincial public administration and performance index) ranked 15th out of 63 provinces and cities, up 12 places compared to 2014. Of which, the participation index of people at the grassroots level reached 5.3 points, ranked 11th in the highest group of provinces, the transparency index reached 5.9 points, ranked 12th, and accountability to people reached 6 points, ranked 10th.

8. National excellent student ranked 3rd nationwide

The quality of education has made steady and comprehensive progress. In 2016, Nghe An had 106 national excellent students ranked 3rd nationwide; 233 students had high university entrance exam scores. The education and training sector has been active in channeling students after middle school and high school (of which 41% of students do not go to university but register for vocational training after graduating from high school).

9. First Sunflower Festival

The first Sunflower Festival attracted 150,000 visitors, including many foreigners.

For the first time, Nghe An province organized the Sunflower Festival in Nghia Son commune, Nghia Dan district. To serve this special festival, TH Group planted 80 hectares of sunflowers, doubling the area compared to 2015. Extended from December 25 to 27, in addition to taking photos and enjoying the beauty of sunflowers, visitors to the festival can also watch a beauty contest, display photos of sunflowers and Western Nghe An, participate in traditional folk games and learn about tourism potential and local products such as oranges, grapefruits, guavas, etc. The Sunflower Festival is expected to become a new and attractive tourism product of Nghe An and will be held annually.

10.Successfully organized the meeting9th National Phu Dong Sports Festival

The opening ceremony of the 9th National Phu Dong Sports Festival took place on the evening of August 1, 2016 at Vinh City Stadium.

Together with Thanh Hoa province, from July 19 to August 10, Nghe An province successfully organized the 9th National Phu Dong Sports Festival. This festival had the participation of 63 units nationwide and was divided into 2 phases. Of which, phase 1 was held in 5 regions: Phu Tho, Thanh Hoa, Nam Dinh, Binh Duong, Can Tho with 8,175 athletes competing in 12 events. Phase 2 was held in 2 provinces: Nghe An and Thanh Hoa with more than 6,000 athletes participating, competing in the remaining 15 events. Although it was the first time hosting the National Phu Dong Sports Festival, Nghe An left a good impression in the hearts of friends nationwide, especially the art performance program with the theme "Phu Dong's heroic spirit in the new era" in the opening ceremony, which was elaborately staged with the participation of more than 1,500 students./.
