Some units have large, long-term debts such as:Minh Khang Trading Company Limitedlocated at 9-11E, Tran Phu Street, Ward 4, District 5, Ho Chi Minh City owes more than 312 billion VND and is at the top of the list of tax-indebted enterprises in Nghe An.
Minh Khang Trading Company Limited is known as the investor of the project "Hotel complex, supermarket trading pharmaceuticals - medical equipment and supplies and housing" in Nghi Phu commune, Vinh city (Nghe An). The project was approved by the People's Committee of Nghe An province in Decision No. 521/QD.UBND.DT dated February 6, 2007.

Before the situationlong-standing tax debtAlthough the tax authorities have repeatedly urged and reminded these businesses, they still deliberately delay and do not voluntarily fulfill their tax obligations.
According to the report of the Nghe An Provincial Tax Department: The Department has publicly disclosed information on 220 tax-paying enterprises that still owe taxes and other revenues to the State budget as of November 30, 2022, with an amount of over VND 827 billion. Among them, many enterprises have been forced to pay tax debts by deducting money from their accounts; freezing taxpayers' accounts at the State Treasury, commercial banks, credit institutions; revoking business registration certificates, enterprise registration certificates, etc.
In recent times, the Nghe An Provincial Tax Department has implemented solutions to collect tax debts, including assigning debt collection targets to tax branches, professional departments and tax officers. The relevant departments have clearly analyzed the debts. For difficult-to-collect tax debts and pending tax debts, the tax authority will apply appropriate management measures. Particularly for debts that can be collected, enforcement measures will be applied according to the provisions of law.
Nghe An Provincial Tax Department also publicizes the list of tax-indebted units and individuals on mass media; coordinates with departments and branches to urge and enforce debt collection; coordinates with relevant branches to issue exit ban notices to tax-indebted business owners.
