Nghe An: 7 groups of solutions to promote cashless payments
(Baonghean.vn) - The Provincial People's Committee has just issued a plan to implement the project to develop non-cash payments in Nghe An for the period 2021-2025.

Accordingly, the plan sets a target that by the end of 2025,cashless paymentin e-commerce reaches 50%; strives for 90-100% of educational institutions in urban areas to accept tuition payment by non-cash payment methods; from 90-100% of universities and colleges in urban areas to implement online tuition payment on the National Public Service Portal; 60% of medical examination and treatment facilities in urban areas accept payment for medical services by non-cash payment methods; 60% of pensioners, social insurance benefits, and unemployment benefits in urban areas are paid through non-cash payment methods.
To achieve the above goals, the Provincial People's Committee has proposed 7 groups of solutions to promote cashless payments in the 2021-2025 period.
Specifically, the Provincial People's Committee directs and urges departments, branches, People's Committees of districts, cities and towns to promptly implement mechanisms and policies on non-cash payments in the area; continue to propose amendments and supplements to mechanisms and policies to perfect the legal framework on non-cash payments.

Focus on upgrading,develop modern payment infrastructure,operate safely, effectively and have the ability to connect and integrate with other systems; develop modern payment services, apply achievements of the 4.0 industrial revolution; Promote electronic payments in the public administrative service sector; strengthen inspection, examination, supervision, ensure security and safety in payment activities; Strengthen information, propaganda, training, guidance and protection of consumers in non-cash payments; strengthen coordination to promote non-cash payments.
Accordingly, the unitspublic service provision(including medical and educational facilities) to build and upgrade technical infrastructure, standardize databases to connect and share information with payment service providers and payment intermediaries to serve cashless payments; promote the implementation of connection and provision of public services on the National Public Service Portal, Public Service Portal and the province's electronic One-Stop-Shop system.
Encourage schools, hospitals, electricity, water, environmental sanitation, telecommunications, and postal companies in urban areas to coordinate with banks and payment intermediaries to collect tuition fees, hospital fees, electricity bills, etc. using non-cash payment methods.

At the same time, strengthen coordination and information exchange between the State Bank of Vietnam, Nghe An Province Branch, the Provincial Police and related units to promptly detect, prevent, investigate and handle violations of the law in payment activities; share information on the situation, methods and tricks of criminals in payment activities to promptly warn and recommend to payment service providers, payment intermediary service providers and service users to prevent and prevent the risk of taking advantage of payment activities for illegal activities.
Strengthen coordination between departments, branches, local authorities, socio-political organizations, and other relevant organizations to inform and promote the benefits and convenience of non-cash payments and electronic payments among residents, agencies, authorities, and the public administrative service sector.
Departments and branches strengthen coordination to promote the development of non-cash payments, especially in collecting and paying state budget, checking and supervising Mobile - Money services, ensuring security and safety in electronic payment activities, payment intermediaries, managing and supervising cross-border payment activities.

Along with that, review and propose specific solutions to improve civil, administrative, criminal laws and dispute resolution mechanisms to better protect the legitimate rights and interests of the parties, especially protecting the rights of financial consumers, ensuring strictness, deterrence, remote warning and prevention of risks and disputes arising from non-cash payment activities...
In the plan, the Provincial People's Committee assigned responsibilities to relevant departments and branches in implementing non-cash payments. Specifically, the State Bank of Vietnam, Nghe An Branch, is responsible for urging and coordinating with departments, branches, People's Committees of districts, towns, cities, universities and colleges to organize the implementation of the plan, summarize the implementation results, difficulties and obstacles, make proposals and report to the Provincial People's Committee.

Departments, branches, People's Committees of districts, cities, towns, universities and colleges, based on their assigned functions and tasks, are responsible for promptly and effectively implementing the contents and tasks of this Plan; integrating the contents of developing non-cash payments into plans, projects and socio-economic development programs of localities, departments and branches. Agencies and localities shall promote propaganda, mobilization and encouragement for cadres, civil servants, public employees, workers in agencies, units and people to effectively implement non-cash payments.
