Nghe An issues policies for part-time workers in communes, blocks, hamlets, villages and hamlets
(Baonghean.vn) - One of the contents approved by the People's Council of Nghe An province at the 17th session, term 2021 - 2026 is the regulation on titles and allowances for non-professional workers in communes, blocks, hamlets, villages, and hamlets; and allocating operating expenses to commune-level organizations.

On the afternoon of December 7, the 17th session of the 18th Provincial People's Council, term 2021 - 2026, held a discussion session and voted to approve resolutions submitted to the session; including the Resolution on Regulations on titles and allowances for non-professional workers at the commune, hamlet, block, and village levels; monthly support levels for people directly participating in activities at hamlets, hamlets, blocks, and villages; support levels for operating expenses of mass mobilization teams at hamlets, hamlets, blocks, and villages; norms for allocating operating expenses of commune-level socio-political organizations in Nghe An province.
Regulations on 17 positions at commune level, monthly allowance 1.3 - 1.5 times the basic salary
Accordingly, this resolution stipulates that at the commune level there are 17 positions of non-professional activists at the commune level, including: Party Committee Office; Deputy Commander of the Military Command; Deputy Head of the Party Inspection Committee; Vice Chairman of the Vietnam Fatherland Front Committee; Vice Chairman of the Veterans Association; Vice Chairman of the Women's Union; Vice Chairman of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; Chairman of the Association of the Elderly; Chairman of the Red Cross Society; Veterinary; Plant Protection - Agricultural Extension - Forestry Extension - Fisheries Extension; Manager of cultural houses - Radio stations; Treasurer; Manager of construction order - traffic - environment or Urban rules; Head of the People's Protection Committee (for wards and towns); Deputy Head of the People's Protection Committee (for wards and towns).

The allowance level for non-professional workers at the commune level is regulated at 2 levels: For 16 positions, the monthly allowance is 1.5 times the basic salary; the remaining position of Deputy Head of the Civil Protection Department has a monthly allowance of 1.3 times the basic salary.
Thus, at the commune level, 4 more positions of non-professional workers at the commune level are added, including: Party Committee Office; Manager of cultural houses - radio stations; Treasurer; Manager of construction order - traffic - environment or Urban rules.
Regulations on titles and allowances for non-professional workers in hamlets and blocks
This Resolution also stipulates the titles and allowances for part-time workers in villages, hamlets, blocks, and communes; the monthly support level for those directly participating in activities in villages, hamlets, blocks, and communes; and the level of financial support for the activities of mass mobilization teams in villages, hamlets, blocks, and communes.
Specifically, there are 3 positions of non-professional activists in villages, hamlets, blocks, and communes, including: Party Cell Secretary; Head of village, hamlet, block, and commune; Head of the Front Work Committee.

Monthly allowances for 3 positions of non-professional workers in villages, hamlets, blocks and communes are divided into two groups:
For villages, hamlets, and communes with 350 households or more (500 households or more for blocks) or in areas with complicated security and order, borders, and islands; the monthly allowance for Party Cell Secretaries and Hamlet Chiefs is 2.1 times the basic salary and for Heads of the Front Work Committee is 1.8 times the basic salary.
For the remaining hamlets and blocks, the monthly allowance for Party Cell Secretary and Hamlet Chief is 1.6 times the basic salary and for the Head of the Front Work Committee is 1.3 times the basic salary.

Regulations on titles and support levels for people directly participating in activities in hamlets and blocks
Regulations on titles and monthly support levels for people directly participating in activities in villages, hamlets, blocks, and communes for units with 350 households or more (500 households or more for blocks) or in areas with complicated security and order, borders, and islands; including police officers - deputy heads of villages, hamlets, and communes is 1.1 times the basic salary; village team leaders is 0.8 times and heads of Farmers' Association, Veterans' Association, Women's Association, Association of the Elderly, and Youth Union branch secretaries is 0.33 times the basic salary. In the remaining hamlets, the allowance levels for the positions of police officers - deputy heads of villages, hamlets, and communes is 0.95 times the basic salary; village team leaders is 0.7 times and heads of unions and youth union branches is 0.28 times the basic salary.
The monthly support level for the Head of the Civil Protection Team - Deputy Head of the Block is 0.75 times the basic salary; the member of the Civil Protection Team is 0.45 times the basic salary.
For village, hamlet, and commune health workers who also work in population work in disadvantaged communes (according to Government regulations), the salary is 0.65 times the basic salary and an additional support of 150,000 VND/month; in the remaining villages, the salary is 0.45 times the basic salary and an additional support of 150,000 VND/month.
Regulations on the level of financial support for the operation of mass mobilization groups
The level of financial support for the operation of the mass mobilization team in villages, hamlets, blocks, and villages with 350 households or more (from 500 households or more for blocks); villages, hamlets, blocks, and villages belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; villages, hamlets, blocks, and villages belonging to commune-level administrative units in border and island areas is 2.5 million VND/team/year. The support level for the mass mobilization team in the remaining villages, hamlets, blocks, and villages is 2 million VND/team/year.
Regulations on allocating operating expenses to commune-level organizations
The Resolution stipulates the norms for allocating operating budget estimates of commune-level socio-political organizations, including: Veterans Association, Women's Union, Farmers' Association, Ho Chi Minh Communist Youth Union.
Specifically, the support level for type I commune-level administrative units is 20 million VND/organization/year. The support level for type II commune-level administrative units is 17.5 million VND/organization/year. The support level for type III commune-level administrative units is 15 million VND/organization/year.
