Nghe An issues regulations on responsibilities of Party committees, Party organizations and authorities in ensuring the implementation of regulations on social supervision and criticism.
Nghe An Provincial Party Committee has just issued Regulations on responsibilities of Party committees, Party organizations, and authorities in ensuring the implementation of regulations on supervision, social criticism, and regulations on participation in giving opinions on Party building and government building of the Vietnam Fatherland Front and socio-political organizations in the province. The Regulations include 3 chapters and 13 articles.
Accordingly, this Regulation stipulates the responsibilities of Party committees and authorities at all levels from provincial to grassroots levels, relevant agencies and organizations, and cadres, party members, civil servants and public employees in implementing the regulations on social supervision and criticism and regulations on participation in giving opinions on Party building and government building of the Fatherland Front and socio-political organizations (collectively referred to as the responsibility to implement supervision, criticism and giving opinions).
Regarding applicable subjects:
- Executive Committee, Standing Committee, Party Committee, Party Delegation, Party Personnel Committee, advisory and support agencies of Party Committees at all levels; Party Committees, grassroots Party cells, and grassroots Party organizations directly under the Provincial Party Committee (collectively referred to as Party organizations).
- People's Councils, People's Committees and agencies and units under People's Councils and People's Committees at all levels (collectively referred to as the government).
- Cadres, party members, elected representatives, union members, association members, civil servants, public employees, workers and citizens (collectively referred to as individuals).
On implementation principles:
The heads of Party and government organizations must be directly responsible for leading, directing, and implementing this regulation. Seriously, fully, and promptly send draft documents, notifications, and provide full and necessary information and documents before and during the process of monitoring, social criticism, and giving constructive comments on Party and government building of the Vietnam Fatherland Front and socio-political organizations (except for contents classified as State secrets).

The opinions of supervision, social criticism, and suggestions for Party and government building of the Vietnam Fatherland Front and socio-political organizations must comply with the regulations, instructions, directives, and resolutions of the Party; the Constitution and laws of the Socialist Republic of Vietnam; the Charter of the Vietnam Fatherland Front and the Charters of socio-political organizations; and ensure the unified leadership of Party committees at all levels.
The process of receiving, processing and responding to opinions must be carried out in a timely manner and in accordance with legal regulations. There must be coordination between Party committees and authorities with the Vietnam Fatherland Front, socio-political organizations, relevant agencies, organizations and individuals.
The reception and settlement results of recommendations and proposals of the Vietnam Fatherland Front and socio-political organizations after supervision, social criticism, and comments on Party and government building are made public in the mass media (except for contents classified as State secrets)...
According to this Regulation, every year the Standing Committee of the Party Committee shall approve the program and plan for social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations at the same level, to be completed in January of each year; and give opinions on unplanned supervision content when necessary.
Regularly and periodically provide and fully inform about policies, rewards, and disciplines for cadres and party members according to Party regulations; direct supporting agencies to send draft resolutions and directives of Party committees and organizations (not related to State secret protection) to the Vietnam Fatherland Front and socio-political organizations at the same level to organize social criticism.
Receive, resolve, respond or lead and direct relevant agencies, organizations and individuals to consider receiving, resolving and responding to recommendations of the Vietnam Fatherland Front and socio-political organizations after monitoring, social criticism and participating in giving opinions to build the Party and government.
Direct the government and functional agencies to coordinate with the Vietnam Fatherland Front and socio-political organizations to conduct direct dialogue when necessary to clarify the contents of recommendations after supervision and social criticism, and participate in giving opinions on Party and government building.
Arrange time in the 6-month and year-end meetings to listen to the Vietnam Fatherland Front at the same level report on the results of supervision, criticism and comments to agencies and units; and the results of responding to recommendations after supervision and social criticism of relevant organizations and individuals.
Within 15 working days at the latest from the date of receipt of the report, reflection, or recommendation from the subject of supervision, criticism, or comment, the Party organization or government shall notify in writing the results of the resolution to the subject of supervision, criticism, or comment and relevant agencies, organizations, and individuals. For opinions and recommendations that require time for examination and are related to many sectors and fields, the time limit may be extended, but not more than 30 working days from the date of receipt of the written recommendation or comment.
Annually report the results of receiving comments, monitoring and criticism to the direct superior and send them to the Vietnam Fatherland Front and socio-political organizations at the same level for monitoring and supervision.
Strengthen inspection and supervision of implementation; review, inspect and handle violations by Party organizations, cadres, Party members, civil servants and public employees according to current regulations...
This Regulation takes effect from the date of signing and replaces Regulation No. 5701-QD/TU, dated November 13, 2014 of the Provincial Party Standing Committee on "Regulations on the responsibilities of Party committees, Party organizations, and authorities in receiving, processing, and absorbing opinions of the Fatherland Front, socio-political organizations, and people participating in contributing opinions to Party building and government building in Nghe An province".
