Strengthening monitoring and evaluating the effectiveness of non-governmental projects in Nghe An
The delegation suggested that Nghe An province should strengthen monitoring and evaluating the effectiveness of non-governmental projects; review administrative procedure reforms so that projects can be implemented smoothly.
On the afternoon of July 24, a working delegation of the Committee for Foreign Non-Governmental Affairs led by Mr. Nguyen Ngoc Hung - Vice Chairman of the Committee, Vice Chairman of the Vietnam Union of Friendship Organizations, had a working session with the People's Committee of Nghe An province on the implementation of policies and regulations of the Party and State related to the operation, mobilization, management and use of foreign non-governmental aid in the province.

Ensure compliance with regulations
There are currently 64 foreign non-governmental organizations registered to operate in Nghe An. Foreign non-governmental organizations operating in Nghe An basically fully and seriously comply with the regulations of Vietnam in general and the province in particular, and have closer coordination with authorities at all levels and partners: Extending the operating period, adding operating areas; requesting permission for foreigners to work; requesting approval of aid for the province; organizing international conferences and seminars; carrying out medical examination and treatment activities, humanitarian funding, etc.

There are 10 projects and 8 non-projects implemented in the province, with a total committed aid capital of 2,377,940 USD. The fields receiving funding include: education and training, socio-economic development, solving social problems, health, resources, environment...
Foreign non-governmental aid is deployed in districts and cities of Nghe An province and concentrated in poor and disadvantaged mountainous areas such as Con Cuong, Que Phong, Thanh Chuong, Anh Son districts...
Speaking at the meeting, the Vice Chairman of Nghe An Provincial People's Committee said: The activities, mobilization, management and use of foreign non-governmental aid in the province are carried out by the locality in accordance with the provisions of law. The appraisal, reception, management and use of basic aid are carried out in accordance with the provisions of Decree No. 80/2020/ND-CP.
Most of the aid was implemented according to plan and received active participation from local authorities and people in the project area. Non-governmental aid has contributed to improving the capacity of local authorities and people in environmental protection, livelihood development, improving the quality of teaching and learning, and taking care of people's health...
Through foreign non-governmental aid, mutual understanding between the Vietnamese people in general and Nghe An people in particular with the people of the world has been enhanced, contributing to consolidating and strengthening people-to-people foreign relations.

Removing difficulties
At the conference, representatives of departments and branches of Nghe An province highly appreciated the significance and effectiveness of foreign aid sources that have contributed to the socio-economic development and social security of the locality.
Opinions were exchanged on difficulties and problems, that is, some aid projects of some ministries and branches are implemented in many provinces, so the allocation of capital sources and updating of data are facing many difficulties; aid provided in the form of goods and objects does not have specific instructions, difficulties in accounting for revenue and expenditure; difficulties in implementing administrative procedures, project reception processes, etc.

Nghe An province also requested the working group to report and make recommendations to relevant ministries, departments and branches and the Prime Minister to soon issue guiding documents for localities to implement in accordance with legal regulations.

Speaking at the meeting, comrade Nguyen Ngoc Hung - Vice Chairman of the Committee, Vice President of the Vietnam Union of Friendship Organizations assessed that the work of mobilizing, managing and using foreign non-governmental aid was seriously and strictly implemented by Nghe An province through regulations and procedures.
The province needs to strengthen monitoring, post-audit and evaluate the effectiveness of projects, and review administrative procedure reforms so that projects can be implemented smoothly.
The working delegation received recommendations and proposals from the province and reported to relevant ministries, branches and the Government to remove difficulties and obstacles, aiming to further improve the effectiveness of foreign non-governmental work in Nghe An province in the coming time.
