Nghe An issues Regulations on organizing business trips, attending ceremonies, and receiving guests of provincial leaders
(Baonghean.vn) - Nghe An Provincial Party Committee has just issued Regulation No. 28-QD/TU on organizing grassroots business trips, attending rallies, celebrations, congresses, conferences, and receiving guests of members of the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee, and Deputy Heads of the Provincial National Assembly Delegation.
This regulation specifically regulates business trips to the grassroots level; attendance at rallies, celebrations, congresses, conferences and receptions of comrades of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation (collectively referred to as provincial leaders).
Accordingly, the organization of business trips to the grassroots; attending rallies, congress celebrations, conferences and receiving guests of provincial leaders must be carried out in accordance with the program and content; managing and using assets and budget in accordance with regulations.
Provincial leaders must develop a plan for grassroots work trips in accordance with the monthly work program of the Provincial Party Committee (except in urgent cases); the composition of the trip must be consistent with the purpose and requirements of the work trip. During the work at the grassroots level, provincial leaders need to grasp the situation to give instructions (according to their authority) right at the grassroots level or record recommendations and proposals to discuss with the competent authority for guidance.

The participation in rallies, celebrations, congresses, conferences and receptions of provincial leaders must be solemn, economical, unpretentious and formal; appropriate to the composition, meaningful and practical.
Based on the Provincial Party Committee's Work Program and work requirements when deemed necessary or when there is an emergency, provincial leaders are allowed to develop a work trip program to the grassroots level and send it to the Provincial Party Committee Standing Committee, the Provincial People's Council Standing Committee, and the Provincial People's Committee leaders (through the Provincial Party Committee Office, the Office of the National Assembly Delegation and the Provincial People's Council, and the Provincial People's Committee Office).
- For provincial leaders who go on business trips according to the inspection and supervision program of the Provincial Party Standing Committee or to perform professional tasks of the industry, they must proactively follow the plan of the inspection team or the responsible unit.
When necessary, the Provincial Party Committee Office, the Office of the National Assembly Delegation and the Provincial People's Council, and the Provincial People's Committee Office shall coordinate and report to the provincial leaders to adjust the grassroots travel program to suit the Provincial Party Committee's working program and to harmonize the grassroots travel programs of the provincial leaders accordingly, avoiding overlap in time and location.
The work trip plan of provincial leaders is prepared by the staff department of the agency where they are working, which clearly defines the purpose, requirements, time, content, program, participants, means, and other necessary conditions, and is reviewed and decided by the provincial leader.
The detailed plan for moving to the base must be sent to the leaders of the place where the provincial leader will work and relevant service agencies in writing 7 days in advance for preparation (except in urgent cases).
Seven days before the business trip, the staff of the provincial leader's agency coordinates with relevant agencies and units to summarize the situation at the workplace, especially recommendations and proposals on issues that need to be resolved and necessary information for the trip to report to the leader.
The composition of the working delegation must be reasonable and practical; based on the requirements, work content, and recommendations to be resolved from the base, the appropriate number and composition of participants will be determined; each agency or unit will only arrange for 1 leader to participate in the base working trip (except in special cases).
The working delegation of the Standing Committee of the Provincial Party Committee when going on a business trip to the grassroots level must not exceed 15 people (including service); the working delegation of the Standing Committee members of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation when going on a business trip to the grassroots level must not exceed 10 people (including service).
When organizing rallies, celebrations, congresses, conferences and other events (except for the cases stated in Points 1 and 2, Article 11 of this Regulation), departments, branches, the Fatherland Front Committee and socio-political organizations at the provincial level, districts, cities, towns, party committees directly under the Provincial Party Committee... are requested to invite only representatives of provincial leaders and leaders in charge of the unit; the invitation must be sent 7 days before the event (and at the same time, notify the Provincial Party Committee Office). The Provincial Party Committee Office reports to the Standing Deputy Secretary of the Provincial Party Committee to discuss and agree with relevant provincial leaders to assign 1 comrade to attend and speak on behalf of the Provincial Party Committee Standing Committee and arrange for no more than 2 provincial leaders to attend. Some other necessary cases are decided by the Standing Committee of the Provincial Party Committee.
