Nghe An: Ensuring every household and every person has the conditions to enjoy Spring and celebrate Tet

Pursuant to Directive No. 19-CT/TW, dated November 18, 2022 of the Central Secretariat on organizing the Lunar New Year 2023, the Standing Committee of Nghe An Provincial Party Committee has just issued Official Dispatch No. 1566-CV/TU on organizing the Lunar New Year 2023, requesting:

1. Party committees, Party organizations, authorities, Fatherland Front, socio-political organizations, agencies and units in the province thoroughly grasp and seriously implement the directive documents of the Secretariat, Provincial Party Committee, and Provincial People's Committee on organizing Tet 2023, noting:

- Focus on implementing social security policies well, taking care of people's material and spiritual lives, ensuring that every family and every person has the conditions to enjoy Spring and celebrate Tet. Pay attention to caring for policy families, people in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas and mountainous areas; workers and laborers working in economic zones, industrial parks, especially those who have lost their jobs.

- Organize well the visits and New Year greetings to war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, heroic Vietnamese mothers, intellectuals, artists, prestigious people among ethnic minorities, outstanding religious dignitaries, armed forces units, and regular forces on duty during the New Year holidays.

- Carry out well the management and organization of festivals according to regulations, ensuring that festival activities, Spring Festival, traditional day celebrations, year-end conferences, New Year meetings, tree planting festivals... are practical, safe, economical, in line with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.

- Strictly implement the policy of practicing thrift and fighting waste; responsibility to set an example for leaders at all levels, sectors, agencies and units.

- Arrange for officials, civil servants and employees to be on duty to ensure the operation of public services and promptly handle work arising during Tet holidays; stabilize work immediately after Tet holiday, not allowing the situation of Tet joy and Spring travel to last.

2. Party Executive Committee of the Provincial People's Committee:

- Preside over and coordinate with relevant agencies to advise on preparation and organization for the Provincial Party Standing Committee and provincial leaders to: Meet with leaders, former leaders of the Central and provincial levels who are Nghe An people and the Nghe An Association in Hanoi and Ho Chi Minh City; visit and wish Happy New Year to localities, border and coastal armed forces units; visit and wish Happy New Year to families of meritorious people, intellectuals, and outstanding artists in the province.

- Direct and assign functional agencies to synthesize information and report the situation during Tet holidays to the Provincial Party Standing Committee and report to the Central and Government according to regulations.

3. Provincial Party Committee's Propaganda Department:

- Take the lead in coordinating with relevant agencies to direct and guide propaganda to celebrate the 93rd anniversary of the Party's founding, organize activities to celebrate the Spring of Quy Mao 2023, and propagate to raise awareness and responsibility of cadres, party members and people in implementing a cultural lifestyle, practicing thrift, fighting waste and disease prevention and control.

- Coordinate with the Party Committee of the Provincial People's Committee to advise the Standing Committee of the Provincial Party Committee and provincial leaders to visit and extend New Year greetings to outstanding intellectuals and artists.

4. The Provincial Party Committee's Organizing Committee shall coordinate with the Provincial Party Committee Office and the Provincial People's Committee to: Advise the Provincial Party Committee Standing Committee to organize meetings with former provincial leaders of all periods and promptly implement personnel policies according to regulations.

5. Provincial Party Committee Office:

- Advise and organize for the Provincial Party Standing Committee and provincial leaders to visit and encourage a number of units performing regular duties during Tet.

- Coordinate with the Provincial Party Committee, the Party Committee of the Provincial People's Committee and relevant agencies and units to advise on schedules, ensure conditions and means for the Provincial Party Committee Standing Committee to implement work programs during Tet; synthesize information, report the situation during Tet to the Provincial Party Committee Standing Committee and report to the Central Committee according to regulations.
