The ringleader is Nguyen Thi Thuy, born in 1971, residing in Hamlet 2, Tang Thanh Commune, Yen Thanh District, Nghe An Province. From mid-2019 to present, Thuy has defrauded and appropriated the property of 04 people in Vinh City and Yen Thanh District, the amount of over 05 billion VND.

Many people, because of their trust and greed, mobilized money, mortgaged their houses, and were scammed out of billions of dong. The actions of this group of people caused many families that were at peace to fall into debt, and their children and spouses were separated.
