On October 2, the leader of the Department of Industry and Trade said that the People's Committee of Nghe An province has just issued a document on strengthening State management in consumer rights protection activities to relevant departments, branches and People's Committees of districts, cities and towns.

This move came after the Department of Industry and Trade reported that recently, a number of organizations and individuals have taken advantage of the guise of "giving gifts of gratitude" to organize conferences and seminars to introduce products to sell products of unknown origin, of uncertain quality, with false advertising and exaggeration of product uses, causing outrage among the people and local authorities.

To strengthen State management in consumer rights protection activities, the Provincial People's Committee requests the Department of Industry and Trade to coordinate with functional forces and local authorities to grasp, receive information, and inspect conference and seminar activities that take advantage of promotional forms and "give gifts of gratitude" with signs of violations. Take the lead and coordinate with local authorities to organize propaganda on consumer rights protection.

The Department of Information and Communications is responsible for presiding over and coordinating with relevant agencies to direct news agencies and newspapers to develop television specials and propaganda columns to warn people about tricks and scams in the forms of "giving gifts of gratitude", "buying goods and getting refunds, buying goods and getting gifts"; advertising activities that exaggerate the effects of functional products at conferences and seminars... so that people know and raise awareness and vigilance in purchasing goods.

The Provincial People's Committee requested the Department of Health to strengthen coordination with local authorities and functional forces to monitor functional food advertising activities at conferences and seminars in the area. Strictly handle cases of law violations.

The provincial police are assigned to direct district and commune police to strengthen inspection, information gathering, monitoring, supervision, prevention and timely handling of organizations and individuals conducting illegal business activities and showing signs of fraud and property appropriation. Strictly handle the above cases showing signs of fraud, causing insecurity and disorder according to the provisions of law. Notify the hotline number of the commune-level police chief to the blocks, villages, hamlets and villages so that people can make complaints and denunciations when detecting activities with signs of violations in the area.

UBND tỉnh cũng yêu cầu Cục Quản lý thị trường chỉ đạo các Đội Quản lý thị trường phối hợp với các đơn vị liên quan tăng cường công tác kiểm tra, kiểm soát hoạt động buôn bán, kinh doanh hàng giả, hàng không rõ nguồn gốc xuất xứ, hàng kém chất lượng trên địa bàn quản lý. Thông báo số điện thoại đường dây nóng của các Đội Quản lý thị trường về các khối, thôn, xóm, bản để người dân khiếu nại, tố giác khi phát hiện những hoạt động có dấu hiệu vi phạm trên địa bàn.

Đối với UBND các huyện, thành phố, thị xã, UBND tỉnh yêu cầu phải đẩy mạnh công tác tuyên truyền, phổ biến các quy định của pháp luật, có liên quan đến các hoạt động nêu trên để người dân nắm được, chủ động phòng, tránh và không mua các sản phẩm không rõ nguồn gốc xuất xứ, hàng kém chất lượng, các sản phẩm chức năng, các sản phẩm gia dụng quảng cáo sai, thổi phồng công dụng.

Chỉ đạo các phòng, ban chức năng, UBND các xã, phường, thị trấn bố trí lực lượng tiếp nhận thông tin, thực hiện thanh tra, kiểm tra, giải quyết khiếu nại, tố cáo và xử lý vi phạm pháp luật về bảo vệ quyền lợi người tiêu dùng theo thẩm quyền; Đồng thời, phối hợp với các lực lượng chức năng tăng cường kiểm tra, giám sát hoạt động thương mại, quảng bá, giới thiệu các sản phẩm tại các nhà hàng, khách sạn, địa điểm cho thuê hội trường... có dấu hiệu vi phạm; tăng cường giám sát các hoạt động hội nghị, hội thảo giới thiệu các sản phẩm là thực phẩm chức năng, các sản phẩm sữa non quảng cáo có khả năng chữa bệnh... Xử lý kịp thời các tổ chức, cá nhân vi phạm quy định.

Chỉ đạo chính quyền cấp xã thông báo cho khối, xóm, bản tuyệt đối không cho các doanh nghiệp, cá nhân thuê, mượn hội trường UBND phường, xã, thị trấn; nhà văn hóa khối, xóm, bản; các sân vận động để tổ chức giới thiệu sản phẩm, bán hàng, tổ chức hội thảo kết hợp bán hàng, việc tổ chức bán hàng của các doanh nghiệp, đơn vị sản xuất, kinh doanh phải thực hiện tại các địa điểm kinh doanh theo quy định...

Trước đó, Báo Nghệ An đã có loạt bài phản ánh về việc nhiều người dân, chủ yếu là các bậc cao tuổi ở các vùng quê như Tân Kỳ, Yên Thành, Thanh Chương… liên tục bị lừa mua hàng với giá cao, thông qua các chương trình “tặng quà tri ân”, “hội thảo khuyến mại”, các chiêu trò mạo danh “học trò cũ thành đạt về tri ân thầy cô”.
