Land recovery achieved low
According to the Resolution of the Provincial People's Council, at the 3rd session (December 2016) on the land acquisition policy, the whole province has 2,853 works and projects to be acquired with an area of 8,075.35 hectares. As a result, up to now, there have been 1,074 works and projects with a total area of 2,078.60 hectares of land, reaching 37.64% in terms of the number of works and projects and 25.74% in terms of area.

Also at the 3rd session, the Provincial People's Council approved the policy of converting the purpose of using 1,543.68 hectares of rice-growing land; 174.09 hectares of protective forest land; 5.57 hectares of special-use forest land to serve 1,480 projects and works. Up to now, 581 projects and works have converted the purpose of using 493.45 hectares of rice-growing land, reaching 31.97% of the area; 62.93 hectares of protective forest land, reaching 36.15% of the area; 2.82 hectares of special-use forest land, reaching 50.63% of the area.
According to the assessment of the Provincial People's Committee, the rate of land recovery and conversion of land use purposes to implement projects approved by the Provincial People's Council in Resolutions is low.
Tighten planning and project approval
Explaining the reason, according to the Provincial People's Committee, most of the projects approved in the resolutions are projects invested by the State budget, but the funding to arrange these projects is limited.
Many projects to auction land use rights to increase revenue for localities cannot be implemented because the demand for land transactions and sales has decreased recently.
In addition, due to the review of proposals for some projects at the district level, some projects are not close to the actual situation and are not suitable for socio-economic development. Some projects have large areas of use but have not been implemented or have had to be cancelled.
In 2019, the Provincial People's Committee submitted to the Provincial People's Council a list of 328 projects with an area of 424.69 hectares in the province. The purpose of using 185.33 hectares of rice land was changed to implement 208 projects.
Clarifying the results of implementing the Provincial People's Council Resolution, delegates were concerned about the situation of land waste; the effectiveness and efficiency of implementing the Provincial People's Council Resolution; the responsibility of local authorities at all levels; the issue of managing land brokers; land recovery and conversion must ensure planning work, etc.

Concluding this content, highly appreciating the preparation of the Provincial People's Committee, Head of the Economic - Budget Committee of the Provincial People's Council Le Hong Vinh requested the Provincial People's Committee to analyze and clarify the reasons for the low land recovery rate.
The Provincial People's Committee needs to tighten planning and approval of projects and works as well as the responsibilities of investors during project implementation.
The Economic - Budget Committee of the Provincial People's Council unanimously approved the contents of the 2 Submissions requesting approval of the list of land acquisition projects and works and the Submission on converting the purpose of using rice-growing land, protective forest land, and special-use forest land to implement projects and works in the province.
The Head of the Economic - Budget Committee of the Provincial People's Council requested the Provincial People's Committee to continue to complete the content of the report submitted to the Provincial People's Council.
