Nghe An allocates more than 244 billion VND to pay for education policies in 2022

Including policies on tuition exemption and reduction, and support for learning costs according to Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government; Resolution No. 14/2022/NQ-HDND dated July 14, 2022 of the Provincial People's Council, regulating tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year.
In addition, there is a policy to support people with disabilities according to Joint Circular No. 42/2013/TTLT-BGDĐT-BLĐTBXH-BTC dated December 31, 2013 of the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Finance; Policy on developing preschool education implemented according to Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government; Policy to support students and general schools in communes and villages with special difficulties according to the provisions of Decree No. 116/2016/ND-CP dated July 18, 2016 of the Government; Policy for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with special socio-economic difficulties according to the provisions of Decree No. 76/2019/ND-CP dated October 8, 2019; Support policy for schools to meet national standards according to Resolution No. 06/2018/NQ-HDND dated July 20, 2018 of Nghe An Provincial People's Council.
In addition, the summary of additional assigned policies in 2022 and balancing and adjusting during implementation include: Policies for preschool teachers in 2022 according to Resolution No. 16/2022/NQ-HDND dated July 14, 2022 of the Provincial People's Council; Policy to partially support tuition fees for the 2021-2022 school year for preschool children and high school students in Nghe An province due to the impact of the Covid-19 pandemic; Funding for salary transfer for public education officials in 2021 and 2022 according to Circulars No. 01/2021/TT-BGDDT, No. 02/2021/TT-BGDDT, No. 03/2021/TT-BGDDT of the Ministry of Education and Training; Funding for implementing some financial regimes in 2021 and 2022 according to Joint Circular No. 109/2009/TTLT-BGDĐT-BTC of the Ministry of Education and Training - Ministry of Finance.

Immediately after synthesizing from localities, the Department of Education and Training also submitted a document to the Department of Finance for appraisal and submitted to the Provincial People's Committee for approval.
Regarding the implementation of these policies, at the end of December 2022, the Provincial People's Committee issued Document No. 4156/QD-UBND, deciding to approve the settlement of funding for educational policies in 2022.
Accordingly, the decision approved more than 244 billion VND to pay a number of regimes and policies to districts, cities and towns.
Of these, the People's Committees of districts, cities and towns are assigned to use the existing salary reform fund at units with an amount of nearly 120 billion VND to pay mainly for preschool teachers according to Resolution No. 16 and the fund to implement salary restructuring for public education officials in 2021 and 2022.
In addition, the provincial budget in 2022, from the allocation after the district education career with a total amount of more than 47 billion VND, and the province also recovered the remaining funds and provided additional funds to the budgets of districts, cities and towns with an amount of more than 76 billion VND to pay for other policies.
