Nghe An allocates more than 118 billion VND to pay salaries for preschool teachers under contract 06, 09
(Baonghean.vn) - This is good news for more than 1,700 preschool teachers in Nghe An province after nearly 9 months of interruption due to delayed salaries.
On September 21, the Provincial People's Committee issued Decision 2854/QD-UBND on allocating funds to pay salaries and benefits forpreschool teacherunder contract 06.09.
Accordingly, after receiving a written request from the Department of Finance on funding settlement, the Provincial People's Committee decided to allocate the provincial budget, the funding source allocated after the district education career arranged in Decision No. 5068/QD - UBND dated December 24, 2021 of the Provincial People's Committee on assigning the state budget revenue and expenditure estimates for 2022 with an amount of more than 118 billion VND to supplement the budgets of districts, cities and towns to support preschool teachers.
Also in this document, the Provincial People's Committee assigned the Department of Finance to allocate and manage according to current regulations. Districts, cities and towns use the funding source in accordance with the regulations, for the right purposes, for the right subjects and make payments according to current regulations.

The provincial People's Committee's funding will promptly resolve difficulties for localities and help teachers feel secure in their work.
Previously, as reported by Nghe An Newspaper, by the end of 2021, Nghe An province still had 1,777 teachers with labor contracts 06 and 09. However, according to regulations, from the beginning of 2022, they will not continue to receive salaries from the central budget.
Faced with that situation, on December 16, 2021, the People's Committee of Nghe An province issued an official dispatch on advising on policies for contract teachers 06 and 09. Accordingly, Nghe An province advocates developing a Resolution on policies to support contract teachers 06 and 09 in 2022. While waiting for the Provincial People's Council to issue the Resolution, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Education and Training, the Department of Home Affairs to advise and guide the People's Committees of districts, cities and towns to use the 2022 education career budget and other legal sources to support preschools to pay salaries and benefits according to regulations for contract workers, if the career revenue is not guaranteed.

However, only a few localities have paid teachers' salaries from the district budget. The rest have assigned kindergartens to pay teachers' salaries from their career revenue and regular expenditures allocated in 2022. However, due to the small revenue, many schools can only pay in advance with an amount of 2-3 million VND/month, or only pay for a few months or not at all.
To solve the problem for preschool teachers, in mid-July 2022, the Provincial People's Council passed Resolution No. 16. Accordingly, all preschool teachers with contracts 06 and 09 will receive salaries from the provincial budget. Specifically, the provincial budget will provide one-time support with a maximum budget of 100 million VND/person for preschool teachers; Support 100% of the budget to pay for regimes and policies (like civil servants) for preschool teachers from September 1, 2022 to December 31, 2025.
