Nghe An directs localities and units to respond to low pressure and heavy rain

The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense has just issued Document No. 218 on responding to low pressure areas and heavy rain in the coming days.

According to the National Center for Hydro-Meteorological Forecasting, from September 21-22, 2024, a low pressure trough is likely to form a low pressure area that directly affects the North East Sea and the Gulf of Tonkin. From September 22-23, 2024, a cold air mass will affect the North and North Central regions, with the possibility of widespread heavy rain from Thanh Hoa to Quang Binh; the Gulf of Tonkin will have strong northeast winds of level 6, sometimes level 7, gusting to level 8-9.

Implementing Official Dispatch No. 7073 dated September 20 of the Ministry of Agriculture and Rural Development on implementing response to low pressure areas and heavy rain in the coming days.

To proactively respond to dangerous weather developments and heavy rain, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue of districts, cities, towns and related agencies and units to:
Closely monitor warning and forecast bulletins and promptly inform authorities and people to proactively prevent and minimize damage.
For sea route
- Closely monitor warning bulletins and forecasts of dangerous weather at sea; notify captains and owners of vehicles and vessels (including cruise ships) operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.
- Prepare forces and means for rescue when requested.

For on land
- Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at high risk of flooding, flash floods, landslides to clear the flow; proactively relocate and evacuate people in dangerous areas to safety.
- Prepare plans to organize forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas with landslides or areas at risk of landslides; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
- Organize the operation and implement plans to ensure the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs, important irrigation reservoirs, and projects under construction; arrange permanent forces to operate and regulate and be ready to handle possible situations. Prepare flood prevention plans and ensure the safety of dikes according to the alarm level. Check, review, and implement safety assurance work for mines and mineral exploitation areas.
Agencies:
The Provincial Radio and Television Station, Nghe An Newspaper and local media agencies have increased measures to inform authorities and people about weather and natural disaster developments so that they can proactively prevent and respond.
Organize the on-duty team seriously, regularly synthesize and report the situation of natural disasters and damages to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense.
