Truong Son Residential Area Project (in Cua Nam Ward, Vinh City) is invested by Tien Luc Joint Stock Company. This project isProvincial People's CommitteeApproved the detailed construction planning at a scale of 1/500 in Decision No. 489/QD.UBND-XD dated December 31, 2013; approved the compensation and site clearance support plan in Decision No. 777/QD-UBND-DC dated December 24, 2014.
Regarding the land plot for the Truong Son Residential Area Project, the State previously leased the land to Truong Son Joint Stock Cooperative, paid annual land rent in Decision No. 303/QD-UB.DC dated November 14, 2011 and was granted a Land Use Rights Certificate with code BD 447301 dated December 14, 2011 at land plot No. 74, map sheet No. 17, area 7,725 m2, 541m2(The area that has not been granted a Certificate is within the construction boundary of 510.89m2)2).

Regarding Truong Son Joint Stock Cooperative, on May 14, 2012, there was a request for Vinh City People's Committee to approve voluntary dissolution according to the provisions of law. Then, it was approved by Vinh City People's Committee in Notice No. 136/TB.UBND dated May 16, 2012. However, Vinh City People's Committee did not carry out procedures to reclaim land and handle the remaining value of assets on land according to the provisions of law. This led to the fact that when implementing the project, the conditions for auctioning land and assets on land managed by the State were not met.
Conducting an inspection of the Truong Son Residential Area Project invested by Tien Luc Joint Stock Company, violations were discovered in the process of implementing land use management, land recovery, land allocation and deduction of site clearance compensation from the land use fee payable for the project by recording revenue and expenditure for Tien Luc Joint Stock Company in violation of regulations with the amount of VND 7,775,276,169.
Also through the inspection work, determining the above violations, in addition to the responsibility of Truong Son Joint Stock Cooperative, there is also the responsibility of Vinh City People's Committee and a number of related Departments.
