Nghe An directs the implementation of the goal of 100% of students participating in health insurance

The document clearly states: In the 2022-2023 school year, the workstudent health insurancealways receives the attention and participation of the entire political system. In particular, the Social Insurance - Department of Education and Training has actively coordinated and directed affiliated units to organize the implementation of health insurance for students, achieving remarkable results, contributing significantly to the work of taking care of the health of students. As of June 30, 2023, the number of students in the province participating in health insurance reached 97.95%.

To complete the target according to Decision No. 546/QD-TTg dated April 29, 2022 of the Prime Minister, ensuring that by 2023, 100% of students participate in health insurance, the People's Committee of Nghe An province requests:

Provincial Social InsurancePreside over and coordinate with departments; branches; localities; members of the Steering Committee for the implementation of social insurance and health insurance policies of the province; universities, colleges, vocational high schools, vocational training schools in the province; news agencies, newspapers... to organize a peak communication campaign before the new school year and organize the implementation of Decision No. 546/QD-TTg dated April 29, 2022 of the Prime Minister, Plan No. 311/KH-UBND dated June 4, 2021 of the People's Committee of Nghe An province to implement the goal of social insurance and health insurance coverage in Nghe An province for the period 2021-2025 as set out.

In coordination with the Department of Education and Training, the Provincial Youth Union issued inter-sectoral guidelines on implementing health insurance for students in the 2023-2024 school year, emphasizing new points in the health insurance policy for students.

Direct social insurance agencies of districts, towns and cities to coordinate with the Department of Education and Training and schools in the area to summarize health insurance work for students in the 2022-2023 school year and effectively implement the goals of the 2023-2024 school year, ensuring that 100% of students participate in health insurance.

Coordinate with educational institutions to continue installing and instructing parents, students and students on how to use the VssID application - Social Insurance number; communicate the benefits of the VssID application, use the image of the health insurance card on the VssID application to replace the paper health insurance card when examining and treating patients, creating favorable and quick conditions when carrying out medical examination and treatment procedures at medical facilities.

Department of Education and TrainingDirect educational institutions to be proactive and responsible in implementing health insurance for students, assign the target of 100% of students participating in health insurance in educational institutions for the 2023-2024 school year and include the criteria for students participating in health insurance in the annual evaluation and classification criteria of educational institutions in accordance with the provisions of Clause 5, Article 2, Decision No. 546/QD-TTg of the Prime Minister, ensuring the target of 100% of students participating in health insurance in educational institutions for the 2023-2024 school year is achieved.

Disseminate widely to students and parents policies and laws on health insurance; the role and significance of health insurance in caring for and protecting students' health at school.

Direct and thoroughly instruct educational institutions to include student health insurance fees in the mandatory fees according to the Law on Health Insurance at the beginning of the school year; direct educational institutions that do not have school health workers or have health workers but have not been granted practice certificates to coordinate with health stations of wards, communes, towns or polyclinics with legal status, operational functions and practice certificates according to regulations of the Ministry of Health to sign contracts for primary health care for children and students at educational institutions.

Coordinate with social insurance agencies to guide, inspect and supervise the implementation of student health insurance. Take timely action against cases of non-compliance with health insurance regulations.

Preside over and coordinate with the Department of Health and the Provincial Social Insurance to direct and guide educational institutions to use funds from the health insurance fund effectively and in accordance with the provisions of Decree No. 146/2018/ND-CP of the Prime Minister.

Principals of Universities, Colleges, Vocational High Schools, and Vocational Training Schools in the provinceDirect the organization and implementation of propaganda work to raise awareness among students about the role of health insurance and the responsibility of students to participate in insurance.

Coordinate with the provincial Social Insurance agency to successfully implement the goal of 100% of students participating in health insurance according to the direction of the Prime Minister; organize consulting activities, direct dialogues, visual propaganda, provide publications to learn about what you need to know about health insurance policies before the new school year, contributing to changing and improving students' understanding of the superiority of health insurance policies.

Promote the implementation of insurance for students, especially students in their second year and above, and be responsible for collecting health insurance premiums (self-paid by students) and making a list of cards to send to the social insurance agency to promptly issue cards to students.

The Provincial People's Committee has also clearly assigned responsibilities to relevant departments, branches, localities and units and requested timely, serious and effective implementation of assigned tasks./.
