According to Official Dispatch 1665 dated May 4, 2018/LĐTBXH - QLLĐNN on considering the temporary suspension of recruitment of workers to work in Korea under the EPS program in 2018, it clearly states: Currently, the whole country has 107 districts (belonging to 12 provinces and centrally-run cities) with the rate of workers whose contracts have expired and who do not return home of over 30%, which must be considered for temporary suspension of recruitment in 2018.
Based on this data, the Korean side requested Vietnam to temporarily suspend the recruitment of new workers (workers who have never worked in Korea under the EPS Program) for 1 year in localities where the rate of workers whose contracts have expired and who do not return home and the number of illegal residents are higher than the level committed in the Memorandum of Understanding between the two sides.
According to the above list, Nghe An has the following 18 localities under consideration for temporary suspension in 2018: Nghi Loc, Vinh City, Cua Lo Town, Nam Dan, Hung Nguyen, Thanh Chuong, Dien Chau, Yen Thanh, Do Luong, Quynh Luu, Tan Ky, Nghia Dan, Thai Hoa Town, Quy Chau, Que Phong, Tuong Duong, Con Cuong, Ky Son.
However, after comparing with the rates of other districts across the country, Nghe An only has 10 localities where the Korean partner has temporarily stopped recruiting in 2018.
The content of Official Dispatch No. 1665 dated May 4, 2018/LĐTBXH - QLLĐNN also stated: Based on the announcement from the Korean side on the rate and number of illegal workers at the end of the year, recruitment will continue to be suspended in 2019 in localities that cannot reduce the rate and number of illegal workers, and the suspension will be lifted for localities that can reduce the rate and number of illegal workers in Korea.
