Nghe An pays more than 220 billion VND to frontline workers
(Baonghean.vn) - Nghe An is the province with the second largest number of frontline laborers in the country. It was chosen by the General Department of Politics - Ministry of National Defense as a data survey point to serve as the basis for developing a project to resolve the regime and policies on frontline laborers nationwide.
On the morning of March 28, in Hanoi, under the chairmanship ofSenior Lieutenant General Le Chiem - Member of the Party Central Committee, Deputy Minister of National Defense, Head of Steering Committee 24 of the Ministry of National Defense, Ministry of National Defense held an online conference to review 2 years of implementing Decision No. 49/2015 of the Prime Minister.On the regime and policies for frontline laborers participating in the resistance war against France and the US, the war to defend the Fatherland and performing international duties.

After 2 years of implementing Decision No. 49/2015 of the Prime Minister, up to now, the whole country has resolved the regime and granted certificates to nearly 600,000 subjects, reaching 60% of the plan, with a total subsidy amount of 1,300 billion VND.
In addition, the Department of Labor, War Invalids and Social Affairs of localities has proactively coordinated with military agencies to consider issuing health insurance cards to nearly 79,000 subjects and resolving funeral expenses for more than 4,200 subjects who have passed away.
Nghe An is a province located in the center of the North Central region. In the struggle for national liberation, the war to protect the Fatherland and to carry out international missions, it was both the frontline and the great rear area providing human and material support to the battlefields; it was chosen by the General Department of Politics of the Ministry of National Defense as a data survey point to serve as the basis for developing a project to resolve the regime and policies on frontline laborers of the whole country; it is the province with the number of frontline laborers accounting for 1/6 and ranking 2nd in the whole country.

After 2 years of implementing Decision No. 49/2015 of the Prime Minister, Nghe An province has received 181,807 applications, exceeding 26,057 applications, reaching 116.6% compared to the initial survey; organized the review of 147,500 applications, reported 125,200 applications to the Military Region; decided to receive one-time subsidies for 88,298 cases, with an amount of 204 billion 049 million VND.
Nghe An received decisions and paid for 96,142 cases with the amount of 221 billion 799 million VND, health insurance for 1,537 cases.
At the conference, delegates discussed solutions and difficulties and obstacles in the implementation of policies and regimes for frontline workers according to Decision 49, focusing on the following issues:
The actual number of frontline workers is higher than the survey number, the verification of records in some specific cases, the declaration of records of the subjects, determining the time frame for participating in the frontline workers in each period, determining the heirs to prepare records to propose policy settlement for deceased subjects...

Concluding the conference, Senior Lieutenant General Le Chiem highly appreciated the implementation of Decision 49 of the Prime Minister on the frontline civilian labor regime of units and localities.
At the same time, the General suggested that localities need to closely review the frontline laborers who have not yet enjoyed social policies to have instructions on making records to promptly pay policies to these subjects.
Agencies and units further accelerate progress, improve the quality of review and appraisal at all levels, properly implement procedures, ensure strictness, accuracy, democracy, transparency, and publicity, and strive to complete 100% of the implementation of policies for frontline workers by the end of 2018.
