Nghe An officially supports cooking money for preschool students in especially difficult communes.
(Baonghean.vn) - This is the first time the payment has been made in accordance with Resolution No. 25/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council and Decree No. 105/ND/CP dated September 8, 2020 of the Government.
The Provincial People's Committee has just issued Decision No. 4325/QD-UBND on allocating the provincial budget, the post-educational budget allocation with an additional amount of VND 6,110,938,000 to Hoang Mai districts and town to hire cooks to serve boarding students at public kindergartens in extremely disadvantaged communes, from semester 2, school year 2019 - 2020 and September, October 2020 according to Resolution No. 25/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council.
Accordingly, this funding source will support 10 mountainous districts including Anh Son, Tan Ky, Nghia Dan, Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son, Thanh Chuong and some disadvantaged communes in Nghi Loc, Dien Chau, Quynh Luu districts and Hoang Mai town. Among these, Ky Son is the district that receives the most support with a total amount of more than 1.1 billion VND.

Previously, on December 12, at the 12th session, the People's Council of Nghe An province, term XVII, passed a Resolution stipulating the level of financial support for hiring cooks to serve boarding students at public kindergartens in particularly disadvantaged communes in the area.
Specifically, financial support for hiring a cook to serve boarding children is equal to 135% of the basic salary/month/35 nursery children or 50 kindergarten children; the remaining 20 children or more will be calculated once more, but each school will only be supported a maximum of 5 times the standard/month; the support period is not more than 9 months/year.

Currently, according to a survey by the Department of Education and Training, the whole province has 123 schools.preschoolpublic schools in particularly difficult areas. However, currently 100% of schools have organized boarding for children, of which 320 schools have cooking at school (accounting for 65.9%). The number of children having cooking at school is 34,298/38,440 children, accounting for 89.2%.
However, the implementation of boarding school is still very difficult, because the facilities of the separate schools areparticularly disadvantaged communesThere are still many limitations such as temporary classrooms and no safe kitchen to cook at school for children (currently there are 181 separate schools without kitchens). The rest are having to apply the form of boarding with local people.

Meanwhile, the food allowance for children according to Decree 06/2018 and Decree 105/2020 (VND 160,000/child/month) only meets 50% of the daily food allowance compared to the average minimum meal allowance to ensure daily nutrition for children. Therefore, only 60% of schools mobilize parents to contribute an additional VND 15,000/child/day; the rest only organize lunch for children, and parents ensure the extra meals themselves.
In particular, children of nursery age (under 36 months) are not eligible for lunch support according to Government regulations, making it difficult for parents to organize boarding at school.
