Nghe An proactively prevents, combats and overcomes the consequences of natural disasters

Implementing the Prime Minister's Official Dispatch No. 76/CD-TTg dated May 28, facing the high risk of natural disasters, storms and floods, Nghe An issued Official Dispatch No. 17/CD-UBND, directing proactive measures to prevent, combat and overcome consequences.

Since the beginning of 2025, natural disasters have continued to develop abnormally and unpredictably. Recently, heavy rains, landslides, and localized flooding have occurred in some places in the province, especially in mountainous districts, causing damage to people and property, affecting production and people's lives.

Currently, preparing for the rainy and stormy season, the risk of natural disasters, storms, floods, landslides, and flash floods is at a high level. In the current context, localities are focusing on rearranging administrative units and organizing local governments at two levels to proactively prevent and combat natural disasters, especially landslides, flash floods, and floods, ensuring safety of life and limiting damage to property of the people and the State, the Chairman of the Provincial People's Committee - Head of the Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense of the province requests:

Directors of Departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns, according to their assigned functions, tasks and authority, focus on directing, proactively inspecting, urging and organizing the timely and effective implementation of natural disaster prevention, control and rescue work, avoiding being passive, surprised, and not allowing interruptions in the work of responding to natural disasters when arranging and perfecting the organization of the political system and rearranging administrative units and local government organizations at 2 levels.

Chairman of People's Committee of districts, cities and towns:Be responsible to the Chairman of the Provincial People's Committee for directing the work of natural disaster prevention, control, rescue and relief in the area; direct relevant agencies and units (especially the Chairman of the People's Committee at the commune level) according to their functions and tasks to continue to closely monitor the situation, continue to seriously, promptly and effectively implement the work of natural disaster prevention, control, rescue and relief in the area according to the motto "four on-site" with the most proactive, timely and drastic spirit, in accordance with the local reality, with the goal of ensuring the safety of people's lives above all, first of all. Absolutely do not be negligent, subjective, lose vigilance, do not let interruptions occur in directing response to natural disasters when restructuring administrative units and organizing local governments at 2 levels.

Urgently review and develop a plan to reorganize the force performing the tasks of natural disaster prevention, control, search and rescue at the grassroots level according to regulations, and at the same time, in accordance with the actual conditions of the locality to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations).

Urgently update, review, and complete response plans for each type of natural disaster that may occur in the area, especially plans to respond to storms, floods, landslides, and flash floods; identify key vulnerable areas to proactively develop scenarios, arrange forces and means to be ready to respond, rescue, and salvage when situations arise; natural disaster prevention and control plans must be suitable to the specific situation of the locality and the operations of local authorities at two levels.

Direct the organization, supervision, inspection and supervision of preparations for natural disaster prevention, search and rescue before the rainy and flood season and before storms and floods occur according to regulations.

Director of Nghe An Provincial Hydrometeorological Station:Organize close monitoring and supervision of weather and natural disasters to forecast, warn, and promptly inform authorities and people to proactively respond and minimize damage.

Director of Department of Agriculture and Environment:According to assigned functions and tasks, coordinate with localities and units to direct and advise on the safe operation of irrigation and hydroelectric reservoirs, ensuring absolute safety for works, contributing to flood reduction downstream, and effectively exploiting water resources;

Direct the implementation of work to ensure safety for the dike system and irrigation works, especially key vulnerable dikes, damaged and degraded irrigation dams, and unfinished dike works; ensure safety for fishing vessels and protect agricultural production.

Director of Department of Industry and TradeCoordinate with localities and units to direct the work of ensuring safety for industrial production and power systems, promptly handle incidents, ensure safe power supply for production and people's daily life; direct hydroelectric reservoirs to operate according to procedures, ensure absolute safety for the works, and at the same time use water resources economically and effectively for power generation during peak hot months.

Director of Department of ConstructionDirect the review and implementation of plans to ensure traffic safety and traffic infrastructure and construction works in case of natural disasters, promptly repair landslides and traffic routes that have been cut off, and ensure smooth traffic, especially on national highways and main traffic axes.

Commanders: Provincial Military Command, Provincial Border Guard Command; Director of Provincial Policedirect units to review and prepare appropriate forces, means and equipment to support localities in responding to natural disasters and organizing timely and effective rescue when required. The Provincial Military Command presides over and coordinates with the Department of Agriculture and Environment to advise the Provincial People's Committee to perfect the agency performing the task of natural disaster prevention and control and search and rescue in accordance with the Law on Civil Defense, the Law on Natural Disaster Prevention and Control and the organization of two-level local government.

Agencies:Provincial Radio and Television Station, Nghe An Newspaper, and press agencies should strengthen communication, raise awareness, and provide guidance on disaster prevention and control skills, especially flash floods and landslides, for the people; update information and report promptly and accurately when natural disasters occur so that people know and proactively respond appropriately.

Directors of Departments, Heads of sectorsAccording to the assigned state management functions, proactively direct and coordinate with localities and relevant units to promptly deploy response and recovery work when natural disasters occur.

Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil DefenseOrganize a team on duty to closely monitor the natural disaster situation, proactively direct, inspect, and urge localities to deploy work to prevent, combat, overcome consequences, and limit damage caused by natural disasters; promptly synthesize damage, report, and propose to the Provincial People's Committee to direct and handle issues beyond its authority.
