(Baonghean.vn) - In the past few days, the province has had heavy rains and it is likely to last until November 2. There is a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas; beware of heavy rains in a short period of time causing flooding in urban areas.

On the afternoon of October 29, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued Official Dispatch 209/VP-PCTT to respond to heavy rain, flooding, risks of floods, flash floods, landslides and strong winds at sea.

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of October 29 to the morning of October 31, from Nghe An to Quang Ngai, there will be moderate rain, heavy rain to very heavy rain with total rainfall ranging from 50-150mm, in some places over 200mm; heavy rain is likely to last until November 2.

Risk of flash floods, landslides in mountainous areas and flooding in low-lying areas; beware of heavy rain in a short period of time causing flooding in urban areas. From October 29-30, the Gulf of Tonkin will have winds of level 5-6, gusting to level 7-8; the North East Sea will have winds of level 6, gusting to level 8.

To proactively respond to and minimize damage caused by natural disasters, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, cities, towns and related agencies and units to implement a number of necessary contents. In which:

For land:Closely monitor forecasts and warnings about heavy rain, floods, flash floods, landslides, and provide timely and complete information to authorities and people at all levels to proactively prevent, respond, and minimize damage.

Deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

Organize forces to be ready to control and guide traffic, especially through culverts, spillways, deeply flooded areas, fast-flowing water, and high risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; proactively deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas.

At the same time, be ready to deploy measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

Inspect, review, operate and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

Along with that, check, review, and prepare plans to ensure safety for projects under construction, especially key and vulnerable projects or projects that have had incidents due to recent floods.

For sea routes:Closely monitor information and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

Prepare forces and means to deploy rescue work when there is a situation.

Organize on-duty seriously and regularly report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.
