(Baonghean.vn) - On the morning of December 11, in Vinh City (Nghe An), the Ministry of Public Security held a conference to review 1 year of piloting typical ward police stations, models of security, order and urban civilization nationwide in 2023.

Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security, Head of the Central Steering Committee for the implementation of the movement for the entire people to protect national security attended and chaired the conference.

FOUNDATION AND PREMISES FOR BUILDING A PEOPLE'S PUBLIC SECURITY FORCE TO BE REGULAR, ELITE, AND MODERN
Implementing the Resolution of the 13th National Party Congress and the Resolution of the 7th Central Party Congress of the Public Security on "Building a society of order, discipline, security, safety and health; Resolution No. 12-NQ/TW of the Politburo on building a truly clean, strong, disciplined, elite and modern People's Public Security force; the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security advocate building a typical and exemplary ward police force in terms of security, order and urban civilization.
Accordingly, in 2022, a pilot project will be built at 5 police stations in 5 centrally-run cities; in 2023, a pilot project will be implemented in 63 localities nationwide.

The pilot implementation of "Typical ward police, model of urban security, order and civilization" is a correct policy, demonstrating the strategic vision of the Central Party Committee of Public Security, the leadership of the Ministry of Public Security in directing and promoting institutional breakthroughs and scientific, focused and key approaches; from typical and model examples to create a spillover effect when organizing replication.
This is a necessary task, not only suitable to the conditions, circumstances, and inevitable trends of the task of protecting national security, ensuring social order and safety, and fighting and preventing crime in the new situation, but also the foundation and premise for building the People's Public Security force in general, and the Commune, Ward, and Town Public Security in particular, to become standardized, elite, and modern by 2030.
On behalf of the provincial leaders, in his welcoming speech at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, Nguyen Duc Trung, expressed that Nghe An province was very honored to be chosen by the Ministry of Public Security as the venue to organize the preliminary summary of 1 year of building a pilot project of typical ward police, a model of security, order and urban civilization nationwide in 2023.

On this occasion, the Chairman of Nghe An Provincial People's Committee informed the conference about some main features of nature, population, economic and social development, national defense and security in the province.
In particular, the work of ensuring security and order and building a movement for the entire people to protect national security has always been directed, promptly and comprehensively implemented in all aspects of work and achieved many important results.
The work of building the People's Public Security force has received attention from leadership and direction; therefore, the Nghe An Public Security force has continuously developed, become clean and strong in all aspects.

Implementing the Party and State's policy on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation; with political determination to build an orderly, disciplined, civilized, and safe society, aiming at the goal of "taking Nghe An out of the key and complicated areas of security and order in the whole country", from the beginning of 2023, Nghe An province has directed the Provincial Public Security to identify "building a typical and exemplary Ward Police in terms of security, order, and urban civilization" as a key and breakthrough task.

The province has determined to register and build 16 typical ward police stations, models of security, order and urban civilization; directed the building of 48 typical communes, wards and towns; 42 typical agencies, enterprises and educational establishments, especially Thai Hoa town and Cua Lo town, which are typical of the movement of the whole people protecting national security.
“The Provincial Party Committee, People's Council and People's Committee have issued resolutions, directives, projects and directed the synchronous implementation of solutions and measures to build typical ward police, models of security, order and urban civilization; build typical district-level units in the movement of the whole people protecting national security. Pay attention to improving the potential of ward police, especially supporting funding and investing in infrastructure", the Chairman of Nghe An Provincial People's Committee affirmed.

After 1 year of drastic implementation, with good and creative ways of doing things, up to now, 16/16 ward police stations have built typical and exemplary models of security, order and urban civilization, basically completing 22/22 criteria, many of which have exceeded; contributing significantly to the work of ensuring security and order in the area, creating stability to effectively serve the socio-economic development tasks of the locality, being recognized and highly appreciated by cadres, party members and people.

On this occasion, on behalf of the provincial leaders, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung sincerely thanks the attention, support and assistance of the departments, ministries, branches, central agencies and localities, especially the Ministry of Public Security, for the work of ensuring security and order; the work of building the police force, building a pilot model of typical ward police, a model of security, order, urban civilization in particular and the cause of economic and social development of Nghe An province in general; at the same time, he hopes to continue to receive more attention, direction and assistance from comrades in the coming time.
REPLICATING NEARLY 1,800 TYPICAL, MODEL WARD POLICE OFFICERS
After the pilot period, the Ministry of Public Security will direct the implementation of building typical ward police stations, models of security, order and urban civilization at nearly 1,800 ward police stations nationwide according to the roadmap from 2024 to 2030.

At the conference, delegates discussed and highlighted the results achieved; difficulties and obstacles in implementation; proposals and recommendations on revising the Temporary Criteria Set; exchanged and shared experiences from construction practices; proposed solutions to improve the quality and effectiveness of building typical ward police stations, models of security, order and urban civilization in the coming time.

In his closing speech at the conference, Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security assessed that after the pilot period, 144/172 ward police stations had registered to basically meet 22/22 criteria for typical and model ward police stations. This shows that this is an extremely strategic and correct policy, in line with the Party's will and the people's will.
On this occasion, the Deputy Minister of Public Security thanked the consensus, support, responsibility and companionship of the local Party committees and authorities of 63 provinces and centrally-run cities; commended the pioneering and exemplary role of "talking, walking, and doing" of the police of the provinces and cities during the pilot phase.

In the next phase, the goal is that by 2025, each province and city will have at least 30% - 50% of typical and model ward police; by 2030, 100% of typical and model ward police in terms of security, order and urban civilization nationwide will be completed.
Therefore, first of all, for the professional units of the Ministry of Public Security, Deputy Minister Le Quoc Hung requested to urgently complete the legal framework; including advising on the development and promulgation of the Official Criteria for typical and exemplary ward police stations in terms of security, order and urban civilization, with the resolute viewpoint of not lowering criteria and standards; promulgating the Procedure for reviewing, recognizing, including and removing qualified and non-qualified ward police stations; focusing on immediately building a model of a typical and exemplary ward police station headquarters;...

Lieutenant General Le Quoc Hung also hopes that the Party Committees and authorities of provinces and centrally-run cities will continue to pay more attention to building typical ward police stations, models of security, order and urban civilization in the new period.
The police of provinces and centrally-run cities need to proactively advise provincial Party committees and authorities to continue to build and expand typical model ward police in the area in conjunction with building typical communes, wards, towns, agencies, enterprises, and educational institutions. In the implementation process, it is necessary to promote the role of leaders, especially the directors of provincial and municipal police.

On this occasion, the Minister of Public Security awarded Certificates of Merit to 32 collectives and 29 individuals who have made many contributions and outstanding achievements in building typical ward police, models of security, order and urban civilization; of which Nghe An had 2 collectives and 2 individuals being commended.
